Africa-Press – Sierra-Leone. President Dr. Julius Maada Bio has appointed Mr. Karmoh K. Conteh as the new Clerk of Parliament with immediate effect, in accordance with Section 82(1) of the Sierra Leone Constitution (Act No. 6 of 1991). The appointment also aligns with the President’s legislative role under Section 73(1) of the same Constitution.
Mr. Conteh, who previously served as Director of the Legislative Services Department in Parliament, replaces Hon. Paran Tarawallie. For the past two years, he has been attached to State House as Executive Officer to the President.
Deputy Clerk Gilbert Bosco N’habay, who had been acting as Clerk of Parliament during Hon. Tarawallie’s absence, will return to his substantive position as Deputy Clerk.
Mr. Conteh brings over two decades of public service experience, including more than sixteen years in parliamentary administration. He earned a degree in History and Political Science from Fourah Bay College in 2002 and a master’s in public administration from the Institute of Public Administration and Management (IPAM) in 2008.
Since joining the House of Parliament in 2009, Mr. Conteh has worked in several departments, including Hansard, Committees, the Office of the Speaker, and PACO (DePAC) on secondment to the ACBF Project. He served as Senior Committee Clerk to multiple committees such as Finance, Economic Development, Defence, Trade and Industry, and Lands. He was later appointed Director of Legislative Services, overseeing legislative processes before his transfer to State House.
Mr. Conteh is married to Mrs. Edith Conteh, and they have children.
