APC Accuses TSCS of Violating Recommendation 78

Africa-Press – Sierra-Leone. The All People’s Congress (APC) has expressed strong concern over what it describes as the “unilateral and unacceptable actions” of the Tripartite Steering Committee Secretariat (TSCS), accusing the body of breaching the spirit of the Tripartite Agreement and undermining the national consensus process on electoral reform.

In a public notice issued by the party’s National Secretariat, the APC said it is “deeply alarmed” by the release of a “Schedule for District Public Education and Civic Engagement Sessions” which, according to the party, lacks transparency, national inclusiveness, and procedural clarity.

The party claimed the schedule did not list specific venues, dates, timelines, or logistical details, which it says is contrary to the requirements of Recommendation 78 of the Tripartite Committee Report.

The APC further alleged that the schedule was released without the knowledge or approval of its Chief Negotiator under the Agreement for National Unity (ANU), Dr. Kaifala Marah, and without any formal notification to the APC National Secretariat. The party described this as a “breach of trust” and a violation of the collaborative spirit expected from the Tripartite process.

The notice also raises concerns about the conduct of a TSCS staff member, Alimamy Lahai Kamara, whom the APC accuses of making unsolicited, politically charged calls particularly in APC strongholds seeking information about alleged political infiltrators. The party said such actions were “inflammatory,” “unprofessional,” and intended to provoke division.

According to the APC, Mr. Kamara allegedly issued directives limiting participation in the Falaba District civic engagement session, scheduled for 15 November 2025, to only ten people if so-called infiltrators were present, and fifteen if none were identified. The APC described this as an “outrageous attempt to shrink democratic participation and weaponize Recommendation 78.”

The party stressed that Recommendation 78 mandates open, unrestricted participation by all Sierra Leoneans and does not authorize partisan screening or attendance limits.

Amid these concerns, the APC reaffirmed that the consultations are a national democratic exercise, not a political contest between the APC and the ruling Sierra Leone People’s Party (SLPP). The party encouraged citizens across all districts to participate freely, insisting that every Sierra Leonean has the right to engage without intimidation.

In its public notice, the APC issued several key demands directed at the TSCS:

1. Public Assurance of Mandate Integrity:

A national assurance that the Secretariat is not being used for partisan or state-sponsored manipulation.

2. Independent Investigation:

A credible investigation into the conduct of Alimamy Lahai Kamara.

3. Public Apology:

A formal apology to the APC and the public for what the party calls unprofessional and politically provocative actions.

4. Removal or Resignation of Mr. Kamara:

The APC insists that his exit is necessary to restore public confidence.

5. Full Transparency:

Publication of a complete and verifiable civic engagement schedule, including exact locations, dates, times, objectives, modalities, and participation criteria.

The party warned that the TSCS must “cease any attempt to turn Recommendation 78 into a secretive, selective political charade disguised as public consultation.”

The APC concluded by urging citizens nationwide to attend the civic engagement sessions and exercise their democratic rights, noting that “the future of Sierra Leone’s electoral system belongs to the people, not to any committee, politician, or institution.”
