Parliament Approves New Leadership for Disaster Agency

Africa-Press – Sierra-Leone. The Parliament of the Republic of Sierra Leone on 20 November 2025 formally approved Mr. John Vandy Rogers and Mr. Sulaiman Bockarie Sowa, entrusting them with strategic leadership of the National Disaster Management Agency (NDMA).

President Julius Maada Bio had appointed the new leadership team on 30 October 2025. Mr. Rogers, formerly Deputy Director General, was elevated to Director General, while Mr. Sowa was appointed Deputy Director General.

Both nominees appeared before the Parliamentary Oversight Committee on Appointments on 17 November 2025 for vetting, which cleared them for presentation to the full House of Parliament for approval.

According to NDMA, Mr. Rogers brings nearly 15 years of experience in disaster management and public sector administration.

He previously served as Head of Department when disaster management operated under the Office of National Security (ONS). His institutional knowledge, technical competence, and proven leadership were key factors in his appointment as Director General.

Deputy Director General Sowa brings over 13 years of experience in public service, including at the Anti-Corruption Commission (ACC). His expertise in governance and accountability is expected to strengthen NDMA’s efficiency and operational oversight.

Outgoing Director General, Lt. Gen. (Rtd) Brima Sesay, is set to hand over the leadership baton at NDMA headquarters, after completing his full term of office. The Agency expressed deep appreciation for his service and dedication to safeguarding lives and enhancing national resilience
