All People’s Congress (APC) Chief Negotiator Kaifala Marrah has accused the government of Sierra Leone of undermining the Tripartite Committee’s recommendations and disregarding the agreed-upon roadmap for electoral reform.
Speaking on the Liberty Breakfast Show, Marrah raised concerns regarding the government’s handling of the Constitutional Amendment and the Tripartite Report, warning that a failure to correct current political trajectories could lead to a repeat of the disputed 2023 elections in 2028.
Marrah, who assumed the role of APC Negotiator between late August and September 2025, criticized the administration for acting unilaterally following the submission of the Tripartite Committee report on July 1, 2024.
“During that period, from July up to August, immediately after the report was presented to State House, the government was doing what they felt like doing and did not work with the APC,” Marrah said.
A central point of contention remains the formation of the steering committee tasked with overseeing the reforms. According to Marrah, the government set aside the roadmap recommended by the Tripartite body—which clearly outlined the setup of a high oversight body and steering committee—and proceeded without consulting the opposition.
“They only gave three seats to the APC in the committee of 24 members,” Marrah stated, highlighting the imbalance in representation.
Addressing the proposed Constitutional Amendment to deregister political parties, Marrah questioned the utility of non-performing political groups. “Why do we keep parties that don’t win elections?” he asked, reflecting on the broader implications of the amendment.
Looking ahead, Marrah issued a stern warning regarding the future of the dialogue. He stated that if the APC and the government fail to reach a consensus, the opposition party will be forced to make a “decision.”
He concluded by expressing fear for the country’s democratic stability if the current process is not rectified.
“Wrong things will happen to the country; what the government is doing is wrong and has to be corrected,” Marrah said. “We will have a repeat of what happened in 2023 in 2028, and what happened in 2023 is the same thing happening now.”
