Africa-Press – Sierra-Leone. The Ministry of Communication, Technology, and Innovation (MoCTI) has signed a Framework Agreement with the Redsalt Angel Investment Network (RAIN) to co-fund and support early-stage startup companies in Sierra Leone.

According to the Ministry, the partnership is expected to expand access to capital for young companies, strengthen governance structures within the startup ecosystem, and promote the growth of scalable Sierra Leonean ventures.

In addition, RAIN has entered into a partnership with the Orange Digital Center through the Orange Foundation, providing founders with improved access to mentorship, investment-readiness programmes, and early-stage financing. The agreements collectively aim to build a coordinated innovation ecosystem that supports entrepreneurs from idea to scale.

Speaking at the signing ceremony, the Minister of Communication, Technology, and Innovation, Salima Bah, noted that building a strong innovation landscape requires aligned partnerships, patient capital, and deliberate investment in young entrepreneurs.

“With supportive government policies and our ongoing digital transformation efforts, Sierra Leone is creating the conditions for innovation to grow, industries to modernise, and entrepreneurs to scale,” she said.

Minister Bah added that the Ministry will continue partnering with organisations that are investing in the future of Sierra Leone’s innovators. She encouraged startup founders to take advantage of the opportunities emerging from these partnerships as the government works to deliver on its national innovation agenda.
