Shadrack Sibiya 'is a serial law breaker', Parliament told

Africa-Press – South-Africa. The Parliament ad hoc committee investigating police corruption concluded its public hearings this week, with calls for Deputy Police Commissioner Shadrack Sibiya’s removal.

Mesuli Mlandu, the former executive director in the Johannesburg city manager’s office made the final public submission, where he labelled Sibiya a “serial law breaker” and accused him of lying under oath.

Mlandu testified that Sibiya’s 2016 appointment as the head of Group Forensic and Investigations Services (GFIS) in the metro was irregular.

The ad hoc committee’s public hearings focused exclusively on Sibiya and his former role in the City of Joburg.

Mlandu told the committee that Sibiya had also misled the committee during his testimony about an appointment that Mlandu approved.

He urged the committee to recommend serious action against Sibiya.

“He’s a prima facie fugitive from the law. That’s the first allegation I’m making. The second one is that he’s a serial law breaker.”

African National Congress (ANC) chief whip Mdumiseni Ntuli also expressed his fears about what would happen if the allegations against Sibiya are proven to be true.

“That’s what frightens me, because it suggests that if anything we’ve heard about Sibiya were to be confirmed to be true tomorrow, it therefore means that unless something drastic is done, we may wake up one day as a country having a national commissioner who is a national convenor of criminals in the country.”

The committee is expected to continue its public hearings next week before it calls the next witnesses.
