Africa-Press – South-Africa. <\/strong><\/span>The top US trade official said renewing the nation\u2019s preferential access programme for African products without changes counters the Biden administration\u2019s objectives in global commerce.<\/p>\n

\u201cI think copy-paste is to really lose an important opportunity,\u201d US Trade Representative Katherine Tai said Friday.<\/p>\n

\u201cThe world is really different from when AGOA was first created. Africa is very different,\u201d she said, referring to the Africa Growth and Opportunity Act. AGOA was enacted in 2000 and has since been at the core of US trade and investment policy with sub-Saharan Africa, giving about three dozen nations duty-free access to the world\u2019s biggest economy.<\/p>\n

In December, US and African trade officials agreed that the programme\u2019s current iteration \u2014 which expires in 2025 \u2014 needs updating and stronger implementation.<\/p>\n

South Africa, which has asked the US to consider an early extension of AGOA, will host a forum on the programme from November 2 to 4.<\/p>\n

Some US lawmakers have pushed the Biden administration to review the nation\u2019s access to AGOA amid frustration over the country\u2019s non-aligned position toward Russia\u2019s invasion of Ukraine, and because they deem it too developed to qualify.<\/p>\n

\u201cWe\u2019re on a timeline – you\u2019ve got to reform, you\u2019ve got to update while the world is changing,\u201d Tai said in response to questions at an event at the Center for Strategic and International Studies in Washington.<\/p>\n

\u201cThere are really important opportunities for us to explore and to try to capture,\u201d she said. Tai said the African Continental Free Trade Area, which would be the world\u2019s biggest free-trade zone by area when it becomes fully operational by 2030 is \u201csomething we should try to figure out how to incorporate.<\/p>\n

\u201dSpeaking at the same event, World Trade Organisation Director-General Ngozi Okonjo-Iweala, who was born in Nigeria, said African nations would like to see an AGOA agreement that is \u201cat least a decade out\u201d to create predictability for investors.<\/p>\n

\u201cWhat they\u2019re hearing from investors is that, with this up in the air, they can\u2019t make up their minds whether to invest or not, because they don\u2019t know what will happen,\u201d she said. \u201cIf we can reform and get it done, and people can have a predictable time horizon for AGOA, it would really help.\u201d<\/p>\n
