{"id":59409,"date":"2024-01-12T16:35:21","date_gmt":"2024-01-12T16:35:21","guid":{"rendered":"https:\/\/www.africa-press.net\/south-africa\/all-news\/government-wants-the-private-sector-to-fix-up-its-broken-buildings"},"modified":"2024-01-12T18:03:46","modified_gmt":"2024-01-12T18:03:46","slug":"government-wants-the-private-sector-to-fix-up-its-broken-buildings","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/south-africa\/all-news\/government-wants-the-private-sector-to-fix-up-its-broken-buildings","title":{"rendered":"Government wants the private sector to fix up its broken buildings"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; South-Africa. <\/strong><\/span>Government is turning to the private sector to cough up funds to refurbish poorly managed state-owned properties across the country\u2019s cities and rural towns.<\/p>\n<p>The Department of Public Works and Infrastructure (DPWI) has implemented a Refurbish, Operate, and Transfer Programme (ROTP), which aims to turn around the poor state of government properties in South Africa.<\/p>\n<p>According to the department\u2019s most recent annual report, 6,808 state-owned buildings are defined as being in a \u201cpoor or very poor\u201d condition.<\/p>\n<p>\u201cWe are deeply concerned about the state of government buildings all over the country,\u201d said committee chairperson, Nolitha Ntobongwana. \u201cThe reality is that the state of government property is not good at all,\u201d she added.<\/p>\n<p>According to DPWI Minister Sihle Zikalala, through Public Private Partnerships (PPPs), the department aims to encourage the private sector to refurbish, lease out, and maintain state-owned properties over some time and hand them back to the state in a functional state.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"603\" height=\"371\" class=\"alignnone wp-image-59406 size-full\" src=\"https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/01\/sm_1705069892.069457.jpg\" srcset=\"https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/01\/sm_1705069892.069457.jpg 603w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/01\/sm_1705069892.069457-300x185.jpg 300w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/01\/sm_1705069892.069457-356x220.jpg 356w\" sizes=\"auto, (max-width: 603px) 100vw, 603px\" \/><br \/>\n\u201cWe are not selling the buildings to the private sector; we want to build the capacity of the state [rather] than depending on the private sector entirely,\u201d said Zikalala.<\/p>\n<p>Backing this idea, Ntobongwana said that \u201cthere is no problem with public-private partnership. This can help propel service delivery and bring about economic development.\u201d<\/p>\n<p>Speaking about how the department has found itself in this position, Ntobongwana said \u201cwe have these challenges because there was no routine maintenance [which] has been our concern for a long time.\u201d \u201cThere is no routine maintenance plan in place, and we would like to see a plan in place.\u201d<\/p>\n<p>So far, five government properties \u2013 Telkom Towers, Cervitas Building, Public Works House, Police Barracks and Department of Defence Flats \u2013 have been identified in the City of Tshwane as pilot projects of these public-private partnerships.<\/p>\n<p>Said to be done in phases, the first project is expected to commence in March 2024. \u201cNo property has been leased out as yet as the process is still in its conceptual stage,\u201d said the minister.<\/p>\n<p>The department\u2019s current immovable asset portfolio sits 29 169 land parcels with a total value of R148 billion.<\/p>\n<p>Additionally, out of the buildings in the department\u2019s asset register (not including all state-owned properties), 1,260 buildings have thus far been identified as hijacked.
