{"id":66278,"date":"2024-05-18T11:11:13","date_gmt":"2024-05-18T11:11:13","guid":{"rendered":"https:\/\/www.africa-press.net\/south-africa\/all-news\/south-africans-let-down-by-ramaphosa-parliament-and-the-police"},"modified":"2024-05-18T11:33:32","modified_gmt":"2024-05-18T11:33:32","slug":"south-africans-let-down-by-ramaphosa-parliament-and-the-police","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/south-africa\/all-news\/south-africans-let-down-by-ramaphosa-parliament-and-the-police","title":{"rendered":"South Africans let down by Ramaphosa, parliament and the police"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; South-Africa. <\/strong><\/span>Years of widespread corruption across South Africa\u2019s public and private sectors have eroded public trust in the effectiveness and competence of law enforcement agencies, politicians sitting in parliament and the president.<\/p>\n<p>Additionally, there is prevailing skepticism about the effectiveness of the country\u2019s anti-corruption laws and policies, with a call for stricter penalties for corruption.<\/p>\n<p>This was outlined in Corruption Watch\u2019s (CW) recently published The Impact of Corruption: Insights from a Perceptions and Experiences Survey.<\/p>\n<p>CW interviewed a minimum of 1,500 respondents in all nine provinces over a two-month period to gauge their perceptions, characteristics, and experiences of corruption.<\/p>\n<p>\u201cRespondents expressed significant concerns about the impact of corruption,\u201d said CW.<\/p>\n<p>Trust<\/p>\n<p>Respondents had less trust in elected and appointed officials than any other groups.<\/p>\n<p>On average, they gave higher ratings for \u2018Strongly Untrustful\u2019 and \u2018Untrustful\u2019 to organisations such as Chapter 9 and 10 institutions, the National Prosecuting Authority (NPA), the South African Police Service (SAPS), the judiciary, Parliament, and the Presidency than they did to non-elected and appointed officials.<\/p>\n<p>Most respondents were neutral towards Civil Society Organisations and expressed greater trust in media outlets, religious and spiritual institutions, as well as legal and investigative firms to effectively address corruption.<\/p>\n<p>Perceptions of corruption<\/p>\n<p>The survey indicated that nearly two-thirds of respondents lack confidence in law enforcement\u2019s effectiveness against combatting corruption due to perceived inadequacies.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"823\" height=\"416\" class=\"alignnone wp-image-66269 size-full\" src=\"https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019335.01579.jpg\" srcset=\"https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019335.01579.jpg 823w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019335.01579-300x152.jpg 300w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019335.01579-768x388.jpg 768w\" sizes=\"auto, (max-width: 823px) 100vw, 823px\" \/><\/p>\n<p>Furthermore, nearly half have low confidence in anti-corruption laws and policies, with nearly a third expressing no confidence at all, while only a fifth feeling confident in the country\u2019s efforts to combat corruption.<\/p>\n<p>However, it is important to note that a majority of respondents (54%) indicated a limited understanding of anticorruption legislation within the South African context, with just over a quarter (27%) reporting a proficient understanding.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"858\" height=\"418\" class=\"alignnone wp-image-66270 size-full\" src=\"https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019346.12607.jpg\" srcset=\"https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019346.12607.jpg 858w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019346.12607-300x146.jpg 300w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019346.12607-768x374.jpg 768w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019346.12607-533x261.jpg 533w\" sizes=\"auto, (max-width: 858px) 100vw, 858px\" \/><\/p>\n<p>Sixty percent of respondents confident in the country\u2019s corruption laws are well-informed about these laws. In contrast, those lacking confidence often have limited (47%) or no (35%) understanding of such laws, and about 67% of skeptics have a limited understanding of anti-corruption measures.<\/p>\n<p>In general, most respondents, irrespective of gender or location, expressed that \u201cestablishments primarily prioritise issues concerning affluent individuals, neglecting the interests of ordinary South African citizens,\u201d said CW.<\/p>\n<p>Groups and areas affected by corruption<\/p>\n<p>Over half of all respondents strongly concurred that corruption exerts pervasive effects across all facets of society.<\/p>\n<p>The respondents said that the groups most profoundly affected by corruption are unemployed youth (75%) closely followed by women and children (70%), individuals living in rural areas (69%), and people with disabilities (68%).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"946\" height=\"616\" class=\"alignnone wp-image-66272 size-full\" src=\"https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019354.867281.jpg\" srcset=\"https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019354.867281.jpg 946w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019354.867281-300x195.jpg 300w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019354.867281-768x500.jpg 768w\" sizes=\"auto, (max-width: 946px) 100vw, 946px\" \/><\/p>\n<p>\u201cFour out of five respondents (81%) believe that the government is not doing enough to address corruption in the provision of basic services,\u201d said CW.<\/p>\n<p>On average, more than 60% of respondents agree\/strongly agree that corruption mostly affects the provision of housing and land at (73%), safety and protection of communities (69%), providing quality education (68), access to quality healthcare (67%), the administering of justice by courts (64%), and food security (62%).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"950\" height=\"507\" class=\"alignnone wp-image-66273 size-full\" src=\"https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019362.918731.jpg\" srcset=\"https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019362.918731.jpg 950w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019362.918731-300x160.jpg 300w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019362.918731-768x410.jpg 768w\" sizes=\"auto, (max-width: 950px) 100vw, 950px\" \/><\/p>\n<p>Experiences of corruption<\/p>\n<p>A large portion of respondents indicated that they have had first-hand experience and participation with corruption in recent years.<\/p>\n<p>According to the survey, slightly less than a quarter (24%) reported giving a gift or a favour to police officers, car licence officers (23%), and traffic management officials (23%).<\/p>\n<p>Approximately one in 10 gave gifts or favours to prosecutors (12%), elected government representatives (11%), prosecutors (10%) and judges or magistrates at court (9%).<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"992\" height=\"700\" class=\"alignnone wp-image-66275 size-full\" src=\"https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019368.965268.jpg\" srcset=\"https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019368.965268.jpg 992w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019368.965268-300x212.jpg 300w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019368.965268-768x542.jpg 768w, https:\/\/static.africa-press.net\/south-africa\/sites\/31\/2024\/05\/sm_1716019368.965268-100x70.jpg 100w\" sizes=\"auto, (max-width: 992px) 100vw, 992px\" \/><\/p>\n<p>Going forward<\/p>\n<p>\u201cIt is no longer sufficient or appropriate to speak of good intentions in the anti-corruption discourse,\u201d says Melusi Ncala, CW\u2019s interim head of stakeholder relations and campaigns.<\/p>\n<p>\u201cWithout action the fight against corruption lacks meaning for those afflicted by human rights violations and inadequate service delivery because the greed of the corrupt impacts them the most\u201d<\/p>\n<p>\u201cAs predicted and warned, the ordinary man and woman have not only lost trust in politicians, but they are distrusting state institutions which are the bedrock of our democracy,\u201d added Ncala.<\/p>\n<p>CW said that the publics sentiment \u201creflects a clear demand for stricter consequences for corrupt behaviour by government officials.\u201d<\/p>\n<p>\u201cThis also underscore the pressing need for government to address corruption in basic service provision, as it directly impacts citizens\u2019 daily lives and well-being.
