Africa-Press – South-Africa. <\/strong><\/span>Thembisile Nkadimeng, Minister of Co-Operative Governance and Traditional Affairs (COGTA), has gazetted the new upper limits of total remuneration packages payable to municipal managers.<\/p>\n

Municipal managers are the Heads of Administration and the Accounting Officers of a municipality. Unlike Mayoral positions, they are not voted for by the public.<\/p>\n

The limits\u2014which take retroactive effect from 1 July 2023\u2014are based on a strategic framework for the remuneration of senior managers across all municipalities.<\/p>\n

The department said that the remuneration takes into consideration the core reward principles aimed at ensuring that the remuneration of senior managers remains cost-effective, consistent, internally equitable, externally competitive, and aligned to the achievement of the objectives of municipalities.<\/p>\n

With this, the framework gives points to municipalities based on the total municipal income, total population sizes, and equitable share of individual municipalities.<\/p>\n

The total number of points allocated to a municipality is then categorised on a scale from one to ten, which defines remuneration levels.<\/p>\n

This is then split across a \u2018minimum\u2019, \u2018midpoint\u2019 and \u2018maximum\u2019 level based on the experience, competencies, qualifications and the capabilities of individual managers.<\/p>\n

With a municipal categorisation of 10 and a maximum remuneration package, a municipal manager can earn R4.2 million per year.<\/p>\n

On the other end of the scale, the lowest amount municipal managers can earn is R1.07 million.<\/p>\n

The upper limits of the annual total remuneration packages payable to municipal managers are the following:<\/p>\n


\nWhile President Ramaphosa\u2019s salary is yet to be gazetted, the budget for the Presidency in 2023\/24 said that the President\u2019s salary would remain unchanged at R4.2 million.<\/p>\n

This means that municipal managers can earn as much as the President.<\/p>\n

That said, Ramaphosa donated half of his salary to the Nelson Mandela Foundation. He is estimated to be a billionaire (US$D450 million in 2015) due to his previous business interests, which included work with McDonald\u2019s, MTN, Lonmin, Alexander Forbes, and more.<\/p>\n

So even if the municipal manager does earn the same salary as the President, they are unlikely to have close to the wealth that he has accumulated through his business interests.<\/p>\n

The Gazette also outlines the upper remuneration limits for top-level managers who report to municipal managers.<\/p>\n

These officials can vary from R880 thousand to R3.40 million, depending on the municipal categorisation and remuneration package:
