In a letter dating back to October 2021.<\/p>\n<p>Mkhwanazi, who was acting deputy EMPD chief at the time, wrote and signed a letter confirming an \u201cendless working relationship&#8221; between EMPD and Cat VIP Protection.<\/p>\n<p>The deal would subsequently see Matlala fitting several of his private security vehicles with blue lights &#8211; allowing him to operate with impunity across Gauteng.<\/p>\n<p>Spies said that Mkhwanazi had no authority to enter into such a deal.<\/p>\n<p>&#8220;There will never be allowed in law, the Municipal Finance Management Act or any local government acts to have an endless working relationship with anyone.
