This evidence was brought forward in the testimony of TMPD Deputy Chief Sean Bolhuis, who is currently testifying before the commission.<\/p>\n<p>Between July 2024 and February 2025, Bolhuis served as the caretaker head of the Asset Protection, Security and Services Unit. This unit, which falls under the TMPD, is tasked with protecting the municipality\u2019s critical infrastructure and occasionally outsources functions to private security firms.<\/p>\n<p>Bolhuis testified that Inspector Phiri improperly approved the allocation of 40 sites for a company named Gubis 85 Solutions.<\/p>\n<p>&#8220;As the caretaker, I never allocated these sites to Gubis 85 Solutions, nor did I instruct Inspector Phiri to do so, nor did I give him permission or the delegated authority to do so,&#8221; Bolhuis stated. &#8220;In my view, Inspector Phiri did not have the power or authority to allocate sites to security service providers.&#8221;<\/p>\n<p>The financial implications for the municipality are reportedly in the millions.<\/p>\n<p>Inspector Phiri is currently suspended from the TMPD pending the outcome of a disciplinary hearing.<\/p>\n<p><strong>For More News And Analysis About <span style=\"color: #ff6600\">South-Africa<\/span> Follow <span style=\"color: #ff6600\">Africa-Press<\/span><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; South-Africa.
