{"id":97062,"date":"2026-04-10T13:16:32","date_gmt":"2026-04-10T13:16:32","guid":{"rendered":"https:\/\/www.africa-press.net\/south-africa\/all-news\/post-office-needs-r3-8-billion-after-r5-2-billion-offer"},"modified":"2026-04-10T13:22:12","modified_gmt":"2026-04-10T13:22:12","slug":"post-office-needs-r3-8-billion-after-r5-2-billion-offer","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/south-africa\/all-news\/post-office-needs-r3-8-billion-after-r5-2-billion-offer","title":{"rendered":"Post Office Needs R3.8 Billion After R5.2 Billion Offer"},"content":{"rendered":"<p><span style=\"color: #ff6600\"><strong>Africa-Press &#8211; South-Africa. <\/strong><\/span>The South African Post Office (SAPO) continues to face severe financial challenges more than two years into its business rescue proceedings.<\/p>\n<p>This is a far cry from the SAPO\u2019s financial standing under former CEO Mark Barnes, who had offered to buy a majority stake in the struggling state-owned enterprise (SOE) in 2021 for R5.2 billion.<\/p>\n<p>His offer was dismissed, and the Post Office\u2019s business rescue practitioners (BRPs) now require R3.4 billion in government funding to fully implement the SOEs\u2019 rescue plan.<\/p>\n<p>The SAPO used to be one of South Africa\u2019s strongest and most well-run parastatals, playing an important role in making services accessible to the entire population.<\/p>\n<p>From a financial standpoint, the Post Office of old was also relatively successful, having recorded its first operating profit in 2004\/05.<\/p>\n<p>However, this changed in 2014, when, after three years of protracted strikes, the SAPO posted a significant R1.5 billion loss, and it was placed under administration until 2015.<\/p>\n<p>At the time, the Auditor-General (AG) of South Africa raised concerns about whether the SAPO was still a going concern. The Post Office received a R205 million bailout in 2014 to aid its struggling operations.<\/p>\n<p>In 2016, Barnes stepped in as SAPO CEO and spent the next three years of his tenure attempting to restore the Post Office to its former glory.<\/p>\n<p>His tenure was considered successful, and his efforts were aided by two more government bailouts of R174 million and R650 million in 2016 and 2017, respectively.<\/p>\n<p>Under Barnes\u2019 leadership, the SAPO\u2019s equity consistently improved as its asset base grew in value.<\/p>\n<p>Prior to Barnes taking over, the SAPO had a negative net equity of R140 million. During his tenure, the company greatly improved on this position, boosting equity to R5.19 billion.<\/p>\n<p>This was driven by an increase in the value of the Post Office\u2019s assets, which grew from R10.12 billion in 2016 to R16.07 billion in 2019.<\/p>\n<p>Barnes stepped down from the helm in August 2019 due to disagreements with the government over the SAPO\u2019s strategic direction.<\/p>\n<p>After his departure, the Post Office\u2019s balance sheet deteriorated sharply, with the SOE\u2019s assets plunging from R16.07 billion to R4.5 billion in just three years.<\/p>\n<p>The table below, courtesy of the AG\u2019s Consolidated General Report on National and Provincial Audit Outcomes for 2024\/25, shows the SAPO\u2019s latest financial position.<\/p>\n<p><b>Barnes\u2019 bid, bailouts, and business rescue<\/b><\/p>\n<p>In 2021, Barnes sent a proposal to the then-Minister of Communications and Digital Technologies, Khumbudzo Ntshavheni.<\/p>\n<p>Barnes proposed a public-private partnership in which the former CEO and a consortium of investors would acquire between 60% and 75% of the Post Office.<\/p>\n<p>This would have amounted to a R5.2 billion investment and was contingent upon certain conditions, including reinstating Barnes as CEO for a term of three years and the appointment of a new board.<\/p>\n<p>However, Barnes\u2019 proposal was dismissed, and in the years that followed, the SAPO\u2019s finances continued to deteriorate.<\/p>\n<p>In 2023, the Post Office became technically insolvent, meaning its liabilities outweighed its assets, and there were fears that the SOE would need to be liquidated.<\/p>\n<p>In that same year, the SAPO entered into business rescue proceedings, with BRPs Anoosh Rooplal and Juanito Damons tasked with turning the entity around.<\/p>\n<p>Since entering rescue proceedings, the SAPO has retrenched thousands of employees, rationalised its extensive branch network, and paid back some of its creditors.<\/p>\n<p>The Post Office also received another government bailout of R2.4 billion to aid business rescue efforts, which was used to cover SAPO\u2019s monthly operational shortfalls and pay creditors 12 cents in the rand in compromised dividends.<\/p>\n<p>However, this has not been sufficient to make the business rescue process successful, with the SAPO now requiring a further R3.8 billion in government funding.<\/p>\n<p>It should be noted that, according to the BRPs, this R3.8 billion has always been part of SAPO\u2019s approved business rescue plan and is not a new request.<\/p>\n<p>\u201cThe R3.8 billion was earmarked to complete various final aspects of the plan,\u201d the BRPs explained in a statement on 23 February 2026.<\/p>\n<p>They said these funds would go towards infrastructure upgrades, digitisation of the business, working capital requirements and the payment of the conditional top-up dividend to statutory and payroll creditors.<\/p>\n<p>\u201cThis was included in all presentations made by the BRPs to the Department of Communications and Digital Technologies and National Treasury after the adoption of the plan in December 2023,\u201d they said.<\/p>\n<p>\u201cThe lack of payment of the second tranche of funding, as anticipated in the plan, has made it impossible for the BRPs to fully implement the plan and file a notice of substantial implementation, which would effectively terminate the business rescue proceedings.\u201d<\/p>\n<p>They said any turnaround strategy adopted for the SAPO will require funding to be implemented.<\/p>\n<p>\u201cThe BRPs are required, in law, to terminate the business rescue of SAPO if there is no reasonable prospect of SAPO being rescued as envisaged in the plan,\u201d they said.<\/p>\n<p>According to the AG\u2019s 2024\/25 report, the SAPO is not currently delivering on its legislated mandate, with only 25% of its audited programme targets achieved.<\/p>\n<p>\u201cAlthough Sapo has a turnaround strategy in place, the strategy\u2019s implementation has been delayed by unclear timelines and funding uncertainty,\u201d the AG said.<\/p>\n<p>\u201cKey initiatives such as digitisation and partnerships have seen little progress, and no private investment has been secured.\u201d<\/p>\n<p><strong>For More News And Analysis About <span style=\"color: #ff6600\">South-Africa<\/span> Follow <span style=\"color: #ff6600\">Africa-Press<\/span><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211; South-Africa.
