Africa-Press – South-Sudan. The long-awaited day for the unification of the command structure for the unified forces has dawned as the country looks forward to the unveiling of a reconciled list to pave the way for the graduation of forces.
Yesterday, the Director for Information and Public Relations and the Acting Press Secretary in the Office of the First Vice President, Puok Both Baluang, told The City Review that they had submitted a list of 22 officers to be added to the six sections of the command, which are the SSPDF, police, internal security, external security, wildlife and prison.
“According to the security advisor, Tut Gatluak, the announcement for the structure of unified command will be Monday,” Puok said.
However, he said that the inclusion of Kit Gwang officers in the command was a duty of SPLM-IG, who signed the agreement with Kit Gwang. He said SPLM-IG will decide whether to allot them positions or not.
“We have submitted our list as the SPLM/A-IO, and we do not know whether Kit Gwang will be part of it or not because they have signed a different agreement with SPLM-IG. What was signed last Sunday, the agreement on unified command between the three parties, which is SPLA-IO, SSOA, and SSPDF,” he noted.
“Since they have signed a different agreement, they are not part of the revitalised agreement. If there is a consideration, it will be from the side of SPLM-IG or SSPDF. They are not part of us. In all the six security organs, we have 22 positions. “
When asked about the possible list of the SPLM-IG and whether it would include Kit Gwang officers, to be included in the unified command, the Minister for Information, Communication Technology and Postal Services, Michael Makuei Lueth, told the City Review to wait till the list is announced.
“You wait until they are announce. Whyy do you want to know in advance?” Makuei said.
Curbing hostilities
On Friday, President Salva Kiir Mayardit received the list of 22 nominees from the First Vice President, Dr Riek Machar. The two leaders agreed to ensure that further confrontation is stopped.
Puok told The City Review that their movement would be waiting for the graduation of forces within the timeline of two months according to the matrix.
Meanwhile, the South Sudan Opposition Alliance (SSOA) Spokesperson, Samuel Shan, stated that they were yet to submit their list because they needed to first distribute nominees among the nine parties that comprise SSOA adding that their list might be ready by Monday when parties had agreed.
“SSOA has not yet allocated the positions to various constituent parties. Very soon, I think in the near future, or even on Monday, they will work on it and the list will be submitted,” Shan noted.
On Friday, the SSPDF, SPLA-IO and SSOA, Chiefs of Defence Forces, in a joint press conference stated that they were committed to the agreement signed last Sunday and that they would control the forces from further confrontations.
Proposed sharing
On Tuesday, the Ministry of Information, Communication Technology and Postal Services shared the details of the sharing of the unified command in SSPDF, Police, internal security, external security, wildlife and prisons.
In the SSPDF, the SPLM-IG was allotted the position of Chief of Staff, Training, Administration and Finance, Ground Forces, Air Force, Military Intelligence, and Operations.
The SPLM-IO was allotted the positions of Deputy Chief of Staff, Inspector General of the Army, Moral Guidance, and Logistics, while SSOA was allotted the position of Assistant Chief of Staff of the Riverine Forces.
In Police, SPLM-IG was allotted the position of Inspector General, Operations Administration and Finance, Passports, Immigration and Civil Registry, Customs, Logistics, Criminal Investigation, and Public Relations.
The SPLM/A-IO was allocated the position of the Deputy Inspector General, Social Services, Training, Traffic, and Medical Services, while SSOA was allotted the position of the border.
In Internal Security, SPLM-IG was allotted the position of Director General, States Security Authority, Specialized Files Authority, Operations Authority, Central Security, Administration and Finance, and Information Authority.
The SPLM-IO was allotted the position of the Deputy Director-General, Economic Security, Protection, and Petroleum and Minerals Security while SSOA was allotted the position of training.
In external security, the SPLM-IG was allotted the position of the Director-General, Information Authority, Technical Intelligence, Counter-intelligence, Administration and Finance.
The SPLM-IO was allotted the position of crisis management, foreign intelligence, and counter-terrorism, while the SSOA was allotted the position of Deputy Director-General.
In the Wildlife Forces, SPLM-IG was allotted the position of Director-General, Training, Administration, and Finance, Protected Areas.
The SPLM-IO was allotted the position of Deputy Director-General, Assistant Director-General for Wildlife Law Enforcement, while SSOA was allotted the position of Assistant Director-General for Environmental Conservation and Education.
In the prisons department, the SPLM-IG was allotted the position of Director General, Procurement and Supply, Administration and Finance, Operations, Training and Human Resources, Communications and Information, Investment.
The SPLM-IO was allotted the position of Deputy Director-General, Labour and Technology, Social and Medical Affairs, while SSOA was allotted the position of Assistant Director-General for Inmate Affairs.
