Africa-Press – South-Sudan. The Transitional National Legislative Assembly held its third and fourth readings on the National Prisons Service Amendment Bill, 2022, following its ratification by the legislators.
Simon Kun Puoch, the chairperson of the standing specialised committee on national security and public order, presented the joint report of the bill that had been examined by the relevant committee to parliamentarians.
The National Prison Service Bill was passed on Tuesday in Juba, following careful consideration of the report by assembly members who took part in the discussions.
The bill seeks to establish and provide citizens with rehabilitative services such as respect for human rights and fundamental freedoms as outlined in the R-ARCSS and the South Sudan 2011 constitution.
Puoch presented the joint committee report on the National Prisons Service Bill 2022, and the joint committees requested that the August House deliberate on proposed observations and recommendations for the amendment Bill 2022.
The bill is in accordance with the country’s Transitional Constitution of 2011, as amended, and the R-ARCSS.
“Section 1 of the South Sudan Prison Service Act 2009, hereinafter referred to as the Act, is amended by adding the expression “National” between the words “the” and “prisons” to read as “National Prisons Service” as cited in the amendment bill, 2022,” Puoch said.
“In Section 2, the Act is amended by deleting throughout the bill, where the word “Southern” is substituted with the word “South.”
In addition, Puoch stated that, in Section 3, the bill is amended by deleting the expression “interim” and replacing it with the expression “transitional.”
In July 2022, the Transitional National Legislative Assembly and the National Prisons Service Amendment Bill, 2022, were passed following their suspension by the legislators.
The bill was introduced to the House by Minister of Justice and Constitutional Affairs Ruben Madol and received its first reading in the March 2022 ordinary sitting. The committees were in charge of amending, deleting, substituting, rearranging, and adding to create a new chapter, section, sub-section, paragraph, expression, or term in the main Act. The amendment bill was intended to amend the 2011 Southern Sudan Prison Service Act.
