Africa-Press – South-Sudan. The ceasefire monitor has urged parties to the peace agreement to implement the findings and recommendations from the transitional security monitoring mechanism on security violations.
Lt Gen Asrat Denero Amad, chairperson of the Ceasefire Transitional Security Arrangement Monitoring and Verification Mechanism, said they are currently investigating reports of clashes between signatory parties to the R-ARCSS in the Upper Nile and northern parts of Jonglei State.
The ceasefire monitor is investigating several incidents allegedly involving the National Salvation Front in Central Equatoria State.
Speaking during the opening of the mechanism’s board meeting yesterday, Gen. Denero said the ceasefire was still in effect in most parts of the country despite the violations.
However, he said CTSAMVM would continue to monitor the events in the two states and the Greater Pibor Administrative Area.
He further stated that they had detected two instances of violations: one involving the SSPDF in Central Equatoria and the other involving the SPLM/A-IO and the SSPDF in the Upper Nile and Jonglei states.
“CTSAMVM MVT Malakal visited Maiwut County from January 9 to January 13 to investigate the incidents of November-December 2022. However, from the MVT investigation report, the causes and nature of conflict in Maiwut County continue to resemble those of the March 20, 2022 clashes between the SSPDF and SPLM/A-IO in Jekou, as published in the CTSAMVM Report 2022/14.”
“CTSAMVM appeals to the parties to always take note of the findings and recommendations published in our reports to avoid such incidents from recurring,” Gen Denero added.
Meanwhile, CTSAMVM revealed that about 12 civilian buildings were still being occupied by the SSPDF and other government security forces.
It highlighted that the continued possession of civilian buildings will deter citizens, whom they are tasked witg protecting, from returning to their villages.
The CTSAMVM, which includes the national monitors, is in charge of overseeing, verifying compliance with, and reporting directly to the IGAD Council of Ministers and the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) on the status of the Permanent Ceasefire Transitional Security Arrangement’s implementation.
Members of the CTSAMVM board include those from the signatory parties, Former Detainees, Other Political Parties, the Women’s Bloc, South Sudan Women’s Coalition, Civil Society Organizations, the Youth, Eminent Personalities, IGAD, the African Union, China, the Troika (the United States, United Kingdom, and Norway), the United Nations Mission in South Sudan, the European Union, and the IGAD Partners Forum.
The CTSAMVM will last for the duration of the transitional period in accordance with the duration of the agreement in Article 10. (2.4.7).
