Africa-Press – South-Sudan. The Internal Security Bureau of South Sudan’s National Security Service (NSS) has issued a stern directive to hotel managers across the country, accusing some of collaborating with rogue security officers to authorise events without proper approval.
In a statement released by Maj. Gen. Gabriel Goor Mawar, Chief of Central Security Division, dated 10th April, 2025, the institution underscored growing concerns over unauthorised public gatherings and their potential to undermine national security.
According to Mr Goor, certain hotel managers have been working with individuals claiming to have authority, allowing them to verbally endorse events without clearance from the Central Security Division.
“This move has interfered with the mandate of the National Security Service,” the statement read, emphasising that such actions bypass critical oversight mechanisms designed to ensure public safety.
The directive orders hotel managers to immediately cease coordinating with unauthorised security officers and to seek approval directly from the office of the Chief of Central Security Division for any events.
“Your genuine cooperation with this office will facilitate resolving security issues,” Maj. Gen. Goor stated, urging compliance to avoid further complications.
While the South Sudan National Security Service Act of 2014 and its 2024 amendments do not explicitly outline regulations for public gatherings, the NSS holds broad powers that indirectly influence such activities.
The recent amendments, particularly the National Security Service Act (Amendment) Bill of 2024, have expanded the agency’s authority, raising concerns among civil society about potential restrictions on public assemblies.
The NSS has not disclosed specific incidents prompting the directive, but the statement reflects heightened vigilance amid ongoing security challenges in South Sudan. Hotel managers have been urged to comply promptly, with the assurance of Maj. Gen. Goor’s “highly esteemed” regards.
The NSS warned that failure to adhere to the directive could lead to legal repercussions under the institution’s expansive mandate, though details on enforcement measures remain unclear.
