UN envoy warns security situation ‘in and around’ Malakal POC volatile

Africa-Press – South-Sudan. The head of the UN mission in South Sudan (UNMISS) Nicolas Haysom warned on Thursday that the situation in and around Malakal remains volatile following the killing of around 20 IDPs during intercommunal clashes there earlier last month.

Haysom, who is also the Special Representative of the Secretary-General, made the remarks during a meeting of the Reconstituted Joint Monitoring and Evaluation Commission (R-JMEC) in Juba.

“Recent claims of mobilizations in Upper Nile State threaten vulnerable communities and the Mission has appealed to all parties to exercise maximum restraint,” Haysom said. “We have deployed additional peacekeepers to strengthen security in and around the PoC site.”

Haysom acknowledged the effective coordination and cooperation with the Governor of Upper Nile, the South Sudan People’s Defense Forces, South Sudan National Police Service, and National Security Service in restoring calm and maintaining security.

“The Mission will continue to actively monitor the situation with the expectation that tensions are likely to rise due to continuing congestion and competition for scarce resources,” Haysom said.

He also appealed to the international community to increase funding for the 2023 Humanitarian Response Plan, which has only been funded at 35% as of 3 July.

“Humanitarians continue to support the vulnerable populations, even with the additional strain on the humanitarian resources of the UN, and other agencies and partners, and the international community generally,” Haysom said.

“However, the needs are immense, and the resources are not yet there. I urge the international community to urgently increase its support to the people of South Sudan,” he added.

The clashes at the PoC site in Malakal on 8 June left around 20 people, all of whom are displaced persons, dead and dozens injured. The violence was sparked by an earlier killing of a man who was set on fire.
