Africa-Press – South-Sudan. <\/strong><\/span>The peace monitoring bodies R-JMEC and CTSAM-VM have done nothing on the implementation of peace agreement and violations of ceasefire, the acting spokesperson in the First Vice President has said. Puok Both says the IO suspended its participation in the security mechanisms meetings because the CTSAM-VM has failed to do their job.<\/p>\n

He said both the Revitalized Joint Monitoring and Evaluation Commission and the Ceasefire and the Transitional Security Arrangements Monitoring and Verification Mechanism are not proactive when responding to the violations of the ceasefire concerns his group raises to the bodies.<\/p>\n

This, according to Puok, is slowing down the implementation of security arrangements. \u201cThe decision of our members in the security mechanisms, the reason as to why they have decided to suspend is because of the recent violation of the cessation of hostilities, and also the R-JMEC and the CTSAM-VM are doing nothing regarding all there violations,\u201d said Both<\/p>\n

\u201cWe are following the procedures on how to report all these incidents for all these years, but nothing has been done by the R-JMEC.<\/p>\n

\u201cThe only thing that they do best is share blames that the forces have done this and we urge the forces\u2026.why there was no proper investigations and the perpetrators for these violations are not being questioned.<\/p>\n

\u201cWhat we are calling now is for us the parties to sit down and resolve all these issues so that our members can go back to attend their meetings in the R-JMEC.\u201d<\/p>\n

Puok Both also criticized the National Transitional Committee, or NTC for lack of commitment in the implementation of the revitalized peace agreement. He said the group \u2013 in which the SPLM-IO is a member \u2013 has not been properly managing the resources of peace implementation.<\/p>\n

\u201cTo us the NTC has been using the resources that are meant for the implementation of the peace agreement. Do you know the NTC has met once since its formation?\u201d the SPLM-IO acting spokesperson said.<\/p>\n

In February last year \u2013 the then \u2013 political analyst also criticized R-JMEC and CTSAM-VM for not recommending punitive measures against those derailing the speedy implementation of the revitalized peace deal.<\/p>\n

Dr. James Okuk, a political analyst, said the Revitalized Joint Monitoring and Evaluation Commission, and the ceasefire monitoring body, CTSSAM-VM have both failed to enforce a more rigorous approach to motivate the potential of the parties.<\/p>\n

On Wednesday, the minister of information disclosed that some parties are not happy with the way the ceasefire monitoring body, CTSAM-VM, investigates ceasefire violations.<\/p>\n

Michael Makuei, who is also the government spokesperson said only foreign nationals often travel to the sites to establish facts on violations that might have occurred in some parts of the country.<\/p>\n

According to the peace agreement, R-JMEC is responsible for monitoring and overseeing the implementation of the deal. It includes monitoring the mandate and tasks of the new unity government, including the adherence of the Parties to the agreed timelines and implementation schedule.<\/p>\n

The CTSAM-VM is responsible for monitoring, verification, compliance, and reporting on the progress of the permanent ceasefire and transitional security arrangements. R-JMEC, CTSAM-VM and the NTC are yet to comment on the matter.<\/p>\n
