Africa-Press – South-Sudan. <\/strong><\/span>The Sudan People\u2019s Liberation Movement in Government (SPLM-IG), the Sudan People\u2019s Liberation Movement\/Army in Opposition (SPLM\/A-IO), and the South Sudan Opposition Alliance (SSOA) signed the agreement on the unification of command of the unified forces on Sunday.<\/p>\n

Apart from the fact that the sharing ratios were 60:40 and 55:45 in all the command structures, the citizens were still wondering about who would get what in the security arrangements as per the agreement.<\/p>\n

The Ministry of Information, Communication Technology, and Postal Services, yesterday released the details of the sharing ratio between the SSPDF, SPLA-IO, and SSOA in the six security sectors of the security arrangement that include the SSPDF, the police, internal security, external security, the wildlife and the prisons.<\/p>\n

\u201cUnified army command structures agreed upon by all parties on the basis of 60%-40% sharing ratios of security arrangements in the context of six (6) security sector arrangements (1-SSPDF, 2-Police, 3- Internal Security, 4- External Security, 5- Wildlife, 6- Prison),\u201d the statement read in part.<\/p>\n

Distribution of positions<\/b><\/p>\n

In the SSPDF, the SPLM-IG has been given the position of Chief of Staff, Training, Administration and Finance, Ground Forces, Air Force, Military Intelligence, and Operations.<\/p>\n

The SPLM-IO has the positions of Deputy Chief of Staff, Inspector General of the Army, Moral Guidance, and Logistics, while SSOA has the Assistant Chief of Staff of the Riverine Forces.<\/p>\n

In the Police, SPLM-IG has the position of Inspector General, Operations Administration and Finance, Passports, Immigration and Civil Registry, Customs, Logistics, Criminal Investigation, Public Relations.<\/p>\n

The SPLM\/A-IO has the position of the Deputy Inspector General, Social Services, Training, Traffic, and Medical Services, while SSOA was given the border.<\/p>\n

In Internal Security, SPLM-IG has the position of Director General, States Security Authority, Specialized Files Authority, Operations Authority, Central Security, Administration and Finance, and Information Authority.<\/p>\n

The SPLM-IO has the position of the Deputy Director-General, Economic Security, Protection, and Petroleum and Minerals Security while SSOA goes with training.<\/p>\n

In External Security, the SPLM-IG takes the position of the Director-General, Information Authority, Technical Intelligence, Counter-intelligence, Administration and Finance.<\/p>\n

The SPLM-IO is in charge of crisis management, foreign intelligence, and counter-terrorism, while the SSOA is the Deputy Director-General. In the Wildlife Forces, SPLM-IG takes the position of Director-General, Training, Administration, and Finance, Protected Areas.<\/p>\n

The SPLM-IO takes the position of Deputy Director-General, Assistant Director-General for Wildlife Law Enforcement, while SSOA has the position of Assistant Director-General for Environmental Conservation and Education.<\/p>\n

In the prisons department, the SPLM-IG takes the position of Director General, Procurement and Supply, Administration and Finance, Operations, Training and Human Resources, Communications and Information, Investment.<\/p>\n

The SPLM-IO takes the position of Deputy Director-General, Labour and Technology, Social and Medical Affairs, while SSOA takes the position of Assistant Director-General for Inmate Affairs.<\/p>\n

Choosing peace<\/b><\/p>\n

On Monday, the Director for Information and Public Relations of the SPLM-IO, Puok Both Baluang, said they dropped the 50:50 sharing ratio in their previous demand because they chose peace instead of the country sliding into violence again.<\/p>\n

\u201cThe ratios are a minimum of 60:40 to 55:45 in all structures. The country was at a crossroads of reverting to violence or continuing in the peace course. We choose peace, \u201che explained.<\/p>\n

He promised that there was no other point of confrontation as the parties to the agreement were comfortable with the percentages. \u201cNo point in further confrontation since the parties has agreed to these percentages.\u201d From our part, we are committed to it and the whole agreement. \u201c<\/p>\n

Puok said the 60:40 ratio applied to the army, with a total of 12 positions, with seven of them going to the R-TGoNU and 5 to the opposition. He added that the security had a sharing ratio of 55:45 with a total of 9 positions; where the R-TGoNU will have 5 positions and the opposition will have 4 positions.<\/p>\n

\u201cFor example, in the army, the ratios are 60:40 (12 positions in total, seven to ITGONU and five to the opposition). In the Security 55:45 (9 positions in total, five to ITGONU and four to the opposition), \u201che noted.<\/p>\n
