Africa-Press – South-Sudan. <\/strong><\/span>The United Nations Mission in South Sudan (UNMISS) called for the utilization of oil revenue to grow the economies of oil-producing areas.<\/p>\nThe Deputy Special Representative of the Secretary-General in charge of Political Affairs in UNMISS, Guang Cong, said the resolutions of the third high-level meeting on environmental and implementation status on the 5 per cent share oil net revenue for oil producing areas should serve as a foundation for positive change and sustainable development.<\/p>\n
\u201cI believe that the discussion and commitment forged during this event will serve as a foundation for positive change and sustainable developments,\u201d said Cong, as he spoke in Juba on Thursday at the closing ceremony of the three days High\u2013level meetings on the environmental and implementation status of the 5%.<\/p>\n
\u201cI am confident that you will carry first the spirit of cooperation and accountability that has been manifested during the last three days.\u201d<\/p>\n
He emphasised that the sound management of resources along the public financial management is eloquently articulated in Chapter Four of the revitalized peace agreement because South Sudan is abundant with a lot of resources.<\/p>\n
\u201cThese actions are not only into growth for good governance but also essential for the preservation of peace, security and sustainable development,\u201d said Cong.<\/p>\n
\u201cThe commitment to implementing robust governance, free works and promoting responsible financial management.<\/p>\n
The benefits of the 5% share must reach the intended recipients and foster sustainable developments,\u201d he said.<\/p>\n
According to him, cooperation within the government could make a meaningful difference for the people across South Sudan.<\/p>\n
\u201cUNMISS reaffirms its dedication to supporting the government and the people of South Sudan to achieve peace, stability and sustainable development.\u201d<\/p>\n
The Vice President for Service Cluster Hussein Abdelbagi called for the implementation of the resolutions of the meeting on the plight of oil-producing areas to help provide social services for the people.<\/p>\n
He urged the concerned ministries and oil companies to ensure they implement the resolutions without compromise.<\/p>\n
\u201cI direct this meeting to remind the operating companies to abide by their corporate responsibilities,\u201d he said.<\/p>\n
The vice president said the oil deposit must be managed well, warning that if the companies are not adhering to the agreed terms, the government will not hesitate to strike with the punishments.<\/p>\n
One of the resolutions of the meeting was that strong punitive measures should be taken against public officials or private persons who subvert the legal rights of ordinary people to unjustly enrich themselves from resources accruing from 3 per cent and 2 per cent of GOR<\/p>\n
It also resolved that the Ministry of Petroleum and the Ministry of Finance and Planning should deploy 12 representatives, two from each of the three oil-producing regions, to monitor production matrices and exact transfers on behalf of oil-producing areas.<\/p>\n
Also, the Petroleum Revenue Management Act, 2013 (as amended) should be amended to ensure that 2 per cent and 3 per cent are deducted from gross petroleum revenue, not net petroleum revenue among others.<\/p>\n
