Africa-Press – South-Sudan. <\/strong><\/span>The Minister of Finance and Planning Awow Daniel submitted the proposed public procurement and disposal of assets regulation to the parliament.<\/p>\nThe regulations are intended to operationalize the Public Procurement and Disposal of Assets Act 2018.<\/p>\n
Speaking in the parliament, Awow said that the operationalisation of a sound public procurement and disposal of asset systems is one of the key priorities of the government of South Sudan under the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), 2018.<\/p>\n
\u201cI have the pleasure and honour to present to the August House the proposed public procurement and disposal of assets regulations,\u201d he said.<\/p>\n
Awow said, \u201cthe establishment of a sound public procurement and disposal of assets system is essential.\u201d<\/p>\n
He added that the \u201cPublic Procurement and Disposal of Assets Act, 2018, was passed by the National Legislative Assembly and assented to by the President on April 26, 2019, in line with the R-ARCSS.\u201d<\/p>\n
\u201cThe formal establishment of the authority occurred on February 17, 2023, following the appointment of the Executive Director and Board of Directors,\u201d he said.<\/p>\n
He said that incorporating stakeholders\u2019 feedback, the draft regulations underwent scrutiny at the PPDAA Board\u2019s Ordinary Meeting on March 31, 2022, and subsequently gained approval for submission to the Minister of Finance and Planning.<\/p>\n
Legal scrutiny by the Minister of Justice and Constitutional Affairs Ruben Madol confirmed the regulations\u2019 alignment with South Sudan\u2019s laws, culminating in their approval on September 25, 2023.<\/p>\n
\u2018The operationalisation of these regulations will enhance fiscal discipline, accountability, and transparency in government spending.\u2019 Furthermore, he highlighted the anticipated benefits, including improved public service delivery, economic growth through job creation, and increased government revenues from taxes,\u201d he said.<\/p>\n
Meanwhile, the Speaker of the Parliament, Jemma Nunu Kumba, appreciated the presentation on the Public Procurement and Dispossession of Assets Regulations 2024.<\/p>\n
\u201cI hereby submit this regulation entitled Public Procurement and Dispossession of Assets Regulation 2024 to the standing specialized committees on Public Accounts, Finance and Planning, and Legislation and Justice, who are tasked to study the document and report back to the House of Representatives within 14 days,\u201d Kumba said.<\/p>\n
