{"id":92692,"date":"2026-05-30T03:49:06","date_gmt":"2026-05-30T03:49:06","guid":{"rendered":"https:\/\/www.africa-press.net\/south-sudan\/all-news\/security-council-extends-sanctions-on-south-sudan"},"modified":"2026-05-31T06:30:38","modified_gmt":"2026-05-31T06:30:38","slug":"security-council-extends-sanctions-on-south-sudan","status":"publish","type":"post","link":"https:\/\/www.africa-press.net\/south-sudan\/all-news\/security-council-extends-sanctions-on-south-sudan","title":{"rendered":"Security Council Extends Sanctions on South Sudan"},"content":{"rendered":"<p><span class=\"ap-article-header-tag\"> <strong>Africa-Press &#8211; South-Sudan. <\/strong> <\/span>The UN Security Council announced the extension of sanctions imposed on South Sudan for an additional year, including asset freezes, travel bans, and arms embargoes, amid divisions among council members regarding the effectiveness of these measures and their impact on peace and stability efforts in the country.<\/p>\n<p>The council adopted resolution 2821 for 2026 with nine votes in favor from Bahrain, Colombia, Denmark, France, Greece, Latvia, Panama, the United Kingdom, and the United States, with no votes against. Six countries abstained from voting: China, the Democratic Republic of the Congo, Liberia, Pakistan, Russia, and Somalia.<\/p>\n<p>The resolution extends the sanctions until May 31, 2027, and also extends the mandate of the expert panel assisting the sanctions committee on South Sudan established under resolution 2206 until July 1, 2027.<\/p>\n<p>The United States drafted the resolution and led negotiations on it, without making significant changes compared to the previous resolution 2781 issued in 2025.<\/p>\n<p>Earlier this year, the Security Council received warnings about the risk of South Sudan sliding back into full-scale civil war.<\/p>\n<p>South Sudan gained independence in 2011, prompting the UN to establish a peacekeeping mission to support stability in the newly formed state. However, fighting broke out between rival factions in the capital Juba in 2013 and quickly spread across the country, resulting in a widespread political and security crisis.<\/p>\n<p>Despite signing a peace agreement in 2015, it collapsed shortly after, before the &#8220;Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan&#8221; signed in 2018 led to the formation of a transitional government. However, violence and political tensions have persisted.<\/p>\n<p>Progress in implementing the 2018 revitalized peace agreement remains stalled, particularly regarding five key benchmarks, including security sector reform, the formation of unified forces, disarmament, demobilization, and reintegration, arms and ammunition management, and addressing conflict-related sexual violence.<\/p>\n<p>According to the latest report from the UN Secretary-General on these benchmarks, the period between 2025 and 2026 was the most challenging since the signing of the agreement, marked by stagnation and concerning setbacks.<\/p>\n<p>The Security Council requested the Secretary-General, in close coordination with the UN mission in South Sudan and the expert panel, to assess progress made on these benchmarks by April 15, 2027, with recommendations for updates as necessary.<\/p>\n<p>The resolution also urged the authorities in South Sudan to submit a report to the sanctions committee by the same date on the progress made in implementing these benchmarks.<\/p>\n<p>Sanctions continue to provoke divisions among Security Council members, similar to what occurred during their renewal last year under resolution 2781.<\/p>\n<p>The US representative expressed disappointment over the lack of progress in implementing the core benchmarks and the continued deterioration of the political and security situation in South Sudan, attributing this to the absence of political will among local parties.<\/p>\n<p>She called on President Salva Kiir and South Sudanese leaders to return to direct dialogue to contain the violence, noting that discussions about genuine dialogue seem unrealistic given that one signatory to the peace agreement is under house arrest.<\/p>\n<p>She urged the transitional government to take steps to restore peace, including declaring a nationwide ceasefire and using public revenues to serve citizens.<\/p>\n<p>The representative of Bahrain expressed hope that the resolution would contribute to creating a conducive environment for completing transitional arrangements and building state institutions, emphasizing the importance of constructive dialogue among all parties and regional and international partners, while respecting South Sudan&#8217;s sovereignty and territorial integrity.<\/p>\n<p>The Russian representative stated that the sanctions hinder the political process in South Sudan and negatively affect the implementation of the revitalized peace agreement, considering that the text of the resolution contains excessive criticisms of the government and ignores proposed amendments.<\/p>\n<p>She added that the sanctions undermine economic development and prevent Juba from obtaining even the basic military supplies needed to prepare for the upcoming elections in December.<\/p>\n<p>While not calling for an immediate lifting of the sanctions, Moscow urged for significant easing in line with the African Union&#8217;s stance, which it said Western countries continue to ignore.<\/p>\n<p>The representative of the Democratic Republic of the Congo, also speaking on behalf of Liberia and Somalia, stated that the abstention of the three African countries from voting stems from ongoing doubts about the current sanctions&#8217; ability to achieve lasting peace or support the stability of state institutions in South Sudan.<\/p>\n<p>He emphasized the need to reconsider the arms embargo, arguing that it hinders the implementation of transitional security arrangements and the unification of forces.<\/p>\n<p>The representative of China, which holds the presidency of the Security Council in May, stated that the resolution imposes excessive pressure on South Sudan and contains unbalanced positions, noting that the arms embargo imposed for nearly eight years restricts the government&#8217;s ability to protect civilians and maintain internal stability.<\/p>\n<p>Pakistan reiterated that its position has not changed since last year, asserting that sanctions should be used cautiously, subject to periodic reviews, and should not become open-ended or punitive measures.<\/p>\n<p>The representative of South Sudan expressed regret over the adoption of the resolution, stating that the continued arms embargo is no longer compatible with the challenges facing the country.<\/p>\n<p>He said the resolution limits the government&#8217;s ability to protect civilians, secure borders, and respond to armed groups and non-state actors threatening security.<\/p>\n<p>He cited the killing of five civilian engineers while carrying out a road construction project in Central Equatoria State as an example of the security challenges facing the country.<\/p>\n<p>He affirmed that sustainable peace is achieved through building strong national institutions, effective security arrangements, and genuine national ownership of the peace process, reiterating the call for the Security Council to consider the positions of the African Union, the Intergovernmental Authority on Development (IGAD), and other regional entities that have repeatedly called for lifting the sanctions and arms embargo on South Sudan.<\/p>\n<p class=\"ap-article-footer-note\">Find more news and analyses on <span class=\"ap-highlight-country\">South-Sudan<\/span> on the <span class=\"ap-highlight-brand\">Africa Press<\/span> website<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Africa-Press &#8211;
