Africa-Press – South-Sudan. <\/strong><\/span>Top South Sudan opposition commander who declared his intention to abandon the main armed opposition Sudan People\u2019s Liberation Army in Opposition (SPLA-IO) under First Vice President Dr. Riek Machar Teny yesterday has formed a Kitgwang-like opposition faction in Unity state, calling for the implementation of the security arrangements provided for in the revitalized peace agreement.<\/p>\n

In a statement yesterday, General said the \u201cSPLM\/A-IO under the leadership of Dr. Riek Machar Teny lost direction, vision and command of the forces. The movement has transformed itself to a family run-enterprise citing Dhiling Keah\u2019s denial of the promotion by former chief of staff Gen. Simon Gatwech Dual at various cantonment sites.\u201d<\/p>\n

He accused the main armed opposition leader Dr. Riek Machar Teny of failing \u201cto follow the former SPLM protocol as the mean promotion process, many junior officials were promoted and jumped over me through random promotion.\u201d<\/p>\n

The opposition commander said since the defection of General Simon Gatwech Dual and others, he has been suspected of having defected to the government of President Salva Kiir Mayardit saying questioning of his loyalty contributed to his decision to leave the main armed opposition group under First Vice President Dr. Riek Machar Teny.<\/p>\n

\u201cWhen several officials defected previously, the haters of peace doubted and suspected me to have also defected without verification and clear evidence,\u201d he said, adding that \u201cThe movement leadership from senior officials aimed at securing positions for self and forgetting all others who help them climb the hills at with them during the struggle. Many are left at the cantonment without being visited by one of the senior party representatives.\u201d<\/p>\n

He also said \u201cThings here are taken personal; everyone has a different point of view in the way they look at things. Politically, even when you alternate someone\u2019s decision, you must not go head on head with each other. You must listen to the music even when you don\u2019t like the tune.\u201d<\/p>\n

Speaking to Sudans Post Saturday, General Biel said on phone from Unity state that he has formed a group known as \u2018Joknyang Declaration\u2019 and that he will advocate for the full implementation of the security arrangements provided for in the revitalized peace agreement which was signed by President Kiir and Machar in 2018, but which has not yet been implemented.<\/p>\n

\u201cI have decided to break away from Riek Machar\u2019s movement because he has not treated people with respect and he has not also been sincere in the implementation of the peace agreement because he has hidden agenda about the security arrangements and that is why I have decided to get away from him and advocate for peace me and my forces,\u201d he said.<\/p>\n

\u201cSome people are saying that the Jok-Nyang Declaration is something coming from Salva Kiir, I will never trade my case with a promise or anything like what Dr. Riek Machar did when he betrayed the movement and the many soldiers for food and position. Joknyang Declaration is a call for the implementation of the security arrangement and therefore enable return of peace,\u201d he added.<\/p>\n
