This is not a distant dream, rather it is the tangible future that Chama Cha Makini is committed to building.

The vision was boldly outlined by the party’s presidential candidate for Zanzibar, Ameir Hassan Ameir, during a recent political party manifesto debate held at the University of Dar es Salaam (UDSM).

In a powerful and visionary address, Ameir unveiled policies aimed not only at improving lives but also at redefining opportunities for all Tanzanians.

Mr Ameir unveiled a transformative agenda that promises to fundamentally reshape the lives of Tanzanians and Zanzibaris alike, introducing a bold, people-centred social and economic contract unprecedented in its scope.

Declaring education as the highest national priority, Ameir underscored that quality education must be a right, not a privilege.

His party’s plan extends beyond free tuition, pledging to equip all schools with laboratories and ICT facilities to ensure students graduate ready to contribute meaningfully to the nation’s development.

“Our government will ensure all students learn for free. But not just free tuition,” he said.

“We will also equip all schools with laboratory equipment and ICT facilities. This will empower every Tanzanian, after receiving quality education, to have a chance to contribute to our nation’s development and economy.”

By investing in education, Makini aims to unlock the potential of every young Tanzanian, transforming the country’s human capital into a driver of progress.

On health sector, Ameir described health as a matter of life and death, making an equally profound commitment.

He said Chama Cha Makini recognises access to medical services as a basic human right, pledging free health services for all.

The plan includes constructing referral hospitals and health centres to serve citizens regardless of political affiliation.

He added that health centres will be built in every ward, while all dispensaries both urban and rural will be modernised, with a target of establishing two dispensaries in every ward by 2028.

Also, regional hospitals will be modernised with advanced diagnostic and treatment equipment such as MRI, CT-Scan and Dialysis machines.

The Makini Care Health Insurance will be introduced to ensure universal access to treatment. In doing so, Makini positions health not merely as a sector, but as a foundation for life and productivity.

“We believe that to deny Tanzanians health services is to sentence them to death. Therefore, the Chama Cha Makini government will ensure all citizens receive free healthcare.”

The plan includes establishing referral hospitals and health centres that will serve all citizens, irrespective of their political affiliations,” he said.

Addressing the backbone of Tanzania’s economy – agriculture, Ameir promised a new deal for farmers.

He pledges that farmers will receive free agricultural inputs, and industrialisation will ensure that agricultural products are processed, adding value for both domestic use and export.

He said youths will be given special focus where every citizen aged 21 to 35 will be granted five acres of land, along with title deeds to enable them to get access to loans for agricultural investment.

This policy not only empowers young people but strengthens the country’s future economic base.

“In the agricultural sector, which is the nation’s spine, we will ensure every farmer receives free inputs. But not just inputs; we will strengthen the industrial sector to add value to farmers’ produce for sale domestically and internationally,” he said.

Perhaps the boldest promise came for the people of Zanzibar: a monthly allowance of 500,000/- for every Zanzibari, starting from birth.

Ameir presented this policy as a natural extension of Zanzibar’s revolutionary legacy, one designed to uplift lives and reinforce the strength of the Union.

This bold initiative underscores Makini’s unwavering commitment to social equity and inclusive development. “We have made it clear,”

Ameir declared, “that every Zanzibari will receive a monthly payment of 500,000/- from birth. We will ensure this becomes a reality.”

Makini’s vision extends to entrepreneurship, infrastructure and energy.

Interestfree loans for entrepreneurs, universal access to clean water and electricity, and the establishment of a Higher Education Funding Trust reflect a comprehensive plan to modernise Tanzania while ensuring no citizen is left behind.

Ameir also placed significant emphasis on gender equality, noting that Makini has already achieved a 50/50 balance in national leadership, with women occupying six of the top ten positions.

This bold move demonstrates the party’s commitment to inclusive governance and empowering women as leaders of the nation.

Also, the minimum wage will be raised to meet the cost of living, enabling every worker to live with dignity.

It will provide loans of 10m/- to street vendors and secondhand clothes sellers, without difficult conditions, to support entrepreneurship, expand small businesses and raise family incomes.

On infrastructure, all major inter-district roads will be paved to enhance the movement of people, goods and essential services.

In addition, urban roads will be assessed and upgraded to ease traffic congestion, with construction plans tailored to the specific geographic conditions of each area.

On industry, major technological and industrial reforms will be undertaken to increase productivity, efficiency and national development.

Also, technological entrepreneurship will be promoted, along with both domestic and foreign investment. Public transport will be modernised, made safe and efficient through modern highways, flyovers, bridges and advanced public systems.

The Standard Gauge Railway (SGR) will be expanded to strategic regions to boost productivity and incomes.

Air Tanzania will be strengthened by increasing the number of planes for both domestic and international travel, benefiting both Mainland and Zanzibar.

On youths, a programme to distribute one million motorcycles (bodaboda) free of charge to youths across Mainland and Zanzibar will be launched. Also, youths will be trained in entrepreneurship, financial management and road safety to ensure productive and safe use of the motorcycles.

Governance

• Chama cha Makini will establish a Government of National Unity to en sure national cohesion, political inclusiveness and social solidarity so as to eliminate political divisions, strengthen peace and enable every Tanzanian to participate fully in nation-building without discrimination.

• It will involve all political parties, religious leaders, civil society and other stakeholders in making major national decisions, including matters of the constitution, development policies and key laws.

• Chama cha Makini will put in place constitutional and legal frameworks that safeguard and recognise the Government of National Unity, guaranteeing leadership and representation distributed fairly regardless of party, tribe, or religion.

• It will ensure that resources and development projects are distributed equitably across all regions of Tanzania Mainland and Zanzibar so that every citizen benefits fairly.

• A National Reconciliation Council will be established to address political, social and ethnic differences, with the aim of preventing conflicts and protecting national harmony.

Education

• Chama cha Makini will ensure that education is free from nursery to university for every Tanzanian, recognising education as the foundation of development, citizen welfare and national progress.

• It will improve school infrastructure, teacher training and teaching materials to guarantee quality education for all.

• It will promote technical and vocational training to prepare youth for employment or entrepreneurship.

• The manifesto pledges that every university or higher education student will receive a monthly subsistence allowance, provided as a grant (not a loan to be repaid).

Jobs and Employment

• Chama cha Makini will designate official grazing areas to avoid unnecessary conflicts between farmers and pastoralists, thereby protecting peace, security and citizen welfare.

Mining

• Free mining licences will be issued to small-scale miners so they can start or expand their operations without economic barriers, recognising their contribution to the national economy.

• The allocation process will be transparent, fair and well-managed.

• Small-scale miners will be encouraged to adopt clean technologies and safe mining practices to protect health and the environment.

• Citizens will be given opportunities to start and expand mining businesses, including the establishment of mining banks and supportive local trading systems.

• Comprehensive geological surveys will be undertaken to identify untapped mineral areas and more professionals will be trained in mining to support discovery and resource management.

Infrastructure

• All main inter-district roads will be paved to improve the movement of people, goods and essential services. • Roads will be assessed and upgraded to match traffic loads, length, width and geographic conditions.

• Construction, inspection and maintenance will meet high standards, with government–private sector partnerships promoted to expand infrastructure investment.

Energy

• Investment in renewable energy sources such as so lar, wind and hydro will be expanded.

• Electricity services will be extended to villages and small towns nationwide.

Water

• Chama cha Makini will guarantee every Tanzanian access to clean, safe and reliable water, recognising it as a basic right and foundation for health and development.

• Investment will be increased in water supply systems for rural and urban areas.

• Conservation and management of water sources will be strengthened for long term sustainability.

• Citizens will receive public education on hygiene, sanitation and water use, with strong partnerships between government, the private sector and communities.

Industry

• Industrial infrastructure and energy supply will be strengthened to achieve high efficiency in production.

Ports

Union

• Cooperation, transparency and equity between Main land and Zanzibar will be reinforced to prevent un necessary conflicts.

• Policy coordination between the Union Government and the Zanzibar Government will be strengthened.

• Resources, development opportunities and services will be distributed equitably between both sides of the Union.

Media Sector

• Freedom of the press and access to information will be guaranteed.

• Within the first 100 days, restrictive laws will be reviewed and repealed, in collaboration with Parliament and that will serve all citizens, irrespective of their political affiliations,” he said.

Agriculture

• Farmers will be guaranteed reliable markets, including international markets, to increase their incomes.

• Contracts with international organisations will be signed to improve the sales, transport and quality of crops.

• Farmers will be trained on quality standards, processing and international marketing to boost competitiveness.

• Roads, railways and ports will be improved to enhance crop access to global markets.

• All farmers will receive free inputs (seeds, fertilisers, pesticides) each farming season, with a reliable supply system to ensure timely delivery.

Youth
