Africa-Press – Tanzania. CHAMA Cha Mapinduzi (CCM) Chairperson, President Samia Suluhu Hassan has highlighted the reasons for amending the party’s constitution, the most crucial of which is to improve efficiency inside the party.

nother reason for amending numerous clauses of the 1977 CCM Constitution, 2020 Edition, according to President Samia, is to improve the speed and effectiveness of party activities and the implementation of party meeting decisions.

“The amendments will enable the party to find strong, just, and competent leaders to effectively lead and manage the responsibilities of local governments, as well as to strengthen powers in combating corrupt practices and abuse of offices,” President Samia said at the CCM extraordinary meeting in Dodoma yesterday.

President Samia further said the amendments also aimed to increase the party wing’s representation at the district level, as well as allow regional chairpersons and secretaries of the party’s wings to join the CCM National Executive Committee (NEC).

Another reason, she said, is to increase and strengthen the party’s control over its elected leaders’ ability to lead and oversee the implementation of the CCM Manifesto through local governments, “which is why we said mayors will be appointed by the Central Committee so that we can control them effectively.”

“We also want to increase CCM wing representation at the ward level, in the CCM District General Assembly and amend the protocol for the representation of CCM regional chairpersons and secretaries at the regional level so that there are members of the National and District General Assemblies as members of the regional general assembly,” she added.

These modifications, she says, will take effect during this year’s intra-party elections.

Since its foundation in 1977, the party has revised its constitution 17 times. The modification came five years after the prior one, which was carried out by former party Chairman John Magufuli, who also served as Tanzania’s fifth President.

The CCM Special General Assembly carried out two main agendas, including the amendment of certain provisions of the 1977 CCM Constitution, 2020 Edition.

Ms Samia said that since the ruling party seeks to conform to global political tendencies, recent developments are unavoidable.

“For the country’s oldest party to keep up with the global political pace, it needs to change. Amid current party reforms within the CCM, I commit to lead and expand the party,” she stated.

Given the importance of the elections, she urged CCM members to ensure that the elections and other elections reflect the realities of the country’s political systems, and she urged women and youths to participate in big numbers in intra-elections at all levels.

President Samia urged them to refrain from reckless acts, as well as urge Political Committees at all levels to stand on the principles of justice.
