Africa-Press – Tanzania. THE Petroleum Upstream Regulatory Authority (PURA) and Zanzibar Petroleum Regulatory Authority (ZPRA) have established a Joint Technical Committee (JTC) for fast-tracking implementation of the Memorandum of Understanding (MoU) they have entered.

The JTC, comprising of five members from each party, was instituted through a kick-off meeting between PURA and ZPRA held on Friday this week at the Julius Nyerere International Conference Centre (JNICC) in Dar es Salaam.

Director General of PURA, Eng Charles Sangweni and Managing Director of ZPRA, Mr Adam Makame, graced the meeting.

In their opening remarks, both Eng Sangweni and Mr Makame stated that the establishment of the JTC meeting between the two parties was a remarkable milestone in itself and that it was a surefire indicator that PURA and ZPRA were indubitably committed to ensuring that the MoU entered between them was successfully implemented.

“Today opens a new, exciting chapter of our cooperation between PURA and ZPRA because, through this JTC, we shall effectively and smoothly execute the MoU. I genuinely believe mutual collaboration between us will work to the advantage of our institutions,” commented Eng Sangweni.

The kick-off meeting saw the chairman and the secretary of the JTC elected whereby Emmannuel Ngumbulu, from PURA was elected the chairman while Arafa Rashid, from ZPRA was elected secretary. PURA and ZPRA signed an MoU on 19th February 2022 for the sole purpose of fostering and strengthening collaboration between the two.

The agreement is based on five key areas which are the exchange of experience in the preparation and drafting of various legislation instruments that will govern the activities of the petroleum upstream operations and sharing of skills in conducting audits of Profit Sharing Agreements (PSA).

Other areas are cooperation in managing the handling of various information related to exploration, development and production of oil and natural gas resources and capacity building and training for the authorities’ staff.

Moreover, the cooperation will include other areas of petroleum upstream activities as agreed upon by both parties in the implementation of the agreement.
