Dr. Juma Homera, Tanzania’s Minister of Constitutional and Legal Affairs, has committed to reviewing laws that may obstruct the implementation of the National Development Vision 2050. He stressed the importance of a robust legal framework, urging council members to eliminate legal barriers and enhance public trust in government to achieve the Vision’s objectives.<\/p>\n<\/div>\n

Africa-Press – Tanzania. <\/strong> <\/span>MINISTER of Constitutional and Legal Affairs Dr Juma Homera has pledged to review laws that could hinder the smooth implementation of Tanzania\u2019s National Development Vision 2050 (Dira 2050).<\/p>\n

Speaking at the Ministry\u2019s Workers Council in Dodoma yesterday, Dr Homera said that a strong legal framework is crucial for achieving the Vision\u2019s goals.<\/p>\n

\u201cOur plans should focus on ensuring that Dira 2050 goals are achievable. Strong laws, effective institutions and public trust in government are key. Reforming our laws will pave the way for smooth implementation of the Vision,\u201d the minister said.<\/p>\n

Dr Homera urged council members to ensure that legal obstacles do not impede Dira 2050\u2019s rollout.<\/p>\n

He also called on them, as they reviewed the outgoing 2025\/26 budget and considered the Ministry\u2019s proposed spending plan for 2026\/27, to look beyond numbers and evaluate the impact of policies on citizens\u2019 lives.<\/p>\n

The minister further tasked ministry staff with upholding integrity, transparency and accountability in service delivery.<\/p>\n

He noted that under the Samia Legal Aid Campaign, 4.1 million Tanzanians with legal issues related to land, housing and inheritance have already been assisted, commending staff for ensuring marginalised groups access justice.<\/p>\n

\u201cFor the next financial year, the focus should be on addressing legal challenges facing wananchi by bringing legal aid services closer to the people,\u201d Dr Homera said.<\/p>\n

Earlier, Permanent Secretary in the ministry Mr Eliakim Maswi highlighted the importance of legal frameworks in achieving national development goals.<\/p>\n

He said the legal sector plays a critical role in promoting good governance and inclusive development, key pillars of Dira 2050.<\/p>\n

The Council was convened under Public Service Management laws, with Dr Maswi urging staff to contribute to sustainable development through the legal sector.<\/p>\n

When President Samia Suluhu Hassan launched Tanzania Vision 2050 (Dira 2050) in Dodoma last year, she gave several key directives to ensure the Vision\u2019s successful implementation, including alignment of ministries and policies.<\/p>\n

All government ministries were instructed to review and align their policies, programmes and strategies with the objectives of Vision 2050, to ensure cohesive national development.<\/p>\n

She also tasked the Planning Commission, in collaboration with the Prime Minister\u2019s Office, to develop a long-term implementation plan ahead of the Vision\u2019s official rollout in July 2026 and to strengthen monitoring and evaluation systems.<\/p>\n

The Legal Reforms Commission and the Attorney General\u2019s Office were also directed to review existing laws and propose necessary legal changes to remove obstacles and support the seamless implementation of the Vision.<\/p>\n

Tanzania Vision 2050 is the country\u2019s long-term national development framework, aimed at transforming Tanzania into a middle-income, industrialized and knowledge-driven economy by the year 2050.<\/p>\n

It provides a roadmap for sustainable economic growth, social development and good governance.<\/p>\n
