This shortfall, amounting to 10.36 billion shillings, is attributed to a decrease in court fines imposed on convicted offenders, highlighting challenges in revenue generation for the ministry.

Africa-Press – Tanzania. THE Ministry, the Judiciary and its institutions have collected only 5.32bn/- in revenue between July 2025 and March 2026, falling short of the annual target of 15.68bn/- largely due to a decline in court fines imposed on convicted offenders.

The Minister of Constitution and Legal Affairs, Dr Juma Homera revealed this at the Parliament in Dodoma today when presenting budget for 2026/27 financial year noting that the amount collected represents 33.9 per cent of the annual target for the 2025/2026 financial year and 45.3 per cent of the nine-month projection, signalling a significant gap in expected revenue performance.

He attributed the fall as the decrease in the number of accused persons sentenced to pay fines, a key source of revenue for the ministry and the Judiciary.

The Ministry had projected to raise a total of 15.68bn/- during the 2025/2026 financial year, with collections expected to be supported by various legal and administrative sources under its jurisdiction.

The Tanzanian Judiciary plays a crucial role in the country’s legal framework, responsible for upholding justice and enforcing laws. Revenue generated from court fines is vital for its operations, but fluctuations in the number of convictions can significantly impact financial performance. In recent years, the Judiciary has faced challenges in meeting its revenue targets, reflecting broader issues within the legal system and its effectiveness in imposing penalties on offenders. This situation underscores the need for reforms to enhance revenue collection and ensure the sustainability of judicial functions.

Find more news and analyses on Tanzania on the Africa Press website

What You Need to Know The Tanzanian Judiciary has reported a revenue collection of only 5.32 billion shillings from July 2025 to March 2026, significantly below the target of 15.68 billion shillings.
