Africa-Press – Tanzania. <\/strong><\/span>PRESIDENT Samia Suluhu Hassan has ordered the Ministry of Finance and Planning to come up with procedures that would see immediate intro- duction of a municipal funding facility, to empow- er local governments to bankroll their projects.<\/p>\n

The facility dubbed; Municipal Investment Financing (MIF), run by the United Nations Capital Development Fund (UNCDF), is intended to facilitate local governments through investment bonds.<\/p>\n

The Head of State said such a programme would help in reducing the burden on the central government to fund the projects of the local governments. She made the directive to the ministry yesterday, after she held talks with the Executive Secretary of the UNCDF, Ms Preeti Sinha, at the State House in Dar es Salaam.<\/p>\n

During their meeting, Ms Sinha told President Samia that the UNCDF was ready to cooperate with developing countries, including Tanzania\u2019s government in looking for alternative sources of funds to finance development projects.<\/p>\n

She advised President Samia that the MIF would help in availability of funds for the local governments to implement their projects and get rid of relying on funds from the central government.<\/p>\n

\u201cThe funds obtained through the investment bonds would be returned to the Fund after revenue collections from the local governments,\u201d she explained.<\/p>\n

UNCDF is working in four countries (Cameroon, Madagascar, Mali and Niger), to identify the most effective ways to sustain and diversify local government financing institutions\u2019 financial resources in order to reinforce and to support local authorities as well as to bolster their own financial resources Thus, its MIF programme aims at increasing the capacity of local and regional non-sovereign entities to address key urbanistion challenges through access to sustainable sources of capital financing.<\/p>\n

In order to achieve this outcome, the MIF programme implements through its global initiatives, which are country programmes, Blue Peace Financing Initiative, International Municipal Investment Fund, and a Technical Assistance Facility.<\/p>\n

MIF also aims to leverage the resources of non-sovereign government entities to mobilise public and private capital investment, while transitioning regional and local government finances from traditional pure grant funding to a broadened mix of financial sources, in order to address local challenges.<\/p>\n

This is done by helping local governments broaden their tax revenue base, build capacity in the preparation of long-term local and regional capital investment plans and utilising domestic private sector capital that would otherwise remain dormant and not be directed to municipal investments.<\/p>\n
