Africa-Press – Tanzania. <\/strong><\/span>ZANZIBAR President Dr Hussein Mwinyi on Thursday ordered public office bearers to perform their roles diligently and strictly control revenue collection systems.<\/p>\n

President Mwinyi warned against the recurrence of the audit queries in the public institutions\u2019 financial statements, tasking the political leaders and chief executives of public institutions to plug all thievery loopholes in their areas of juris- dictions.<\/p>\n

Receiving special audit reports from Controller and Au- ditor General (CAG) at Vuga- based State House, Dr Mwinyi reminded the government leaders and executives of the central task to manage revenue collection and curb illogical public expenditures.<\/p>\n

The president, speaking at an event to which First Vice- President Othman Masoud Othman, Second Vice-President Hemed Suleiman Abdulla,ministers and permanent sec- retaries attended, warned that should the financial flaws in the current report reoccur in future, it will mean those in positions have failed in their duties.<\/p>\n

He described budgeting as an integral function in the execution of government plans, insisting that it\u2019s not the responsibility of the CAG alone but all leaders and executives to ensure that spending observes the approved budgets.<\/p>\n

He decried enormous theft of public money, referring to the CAG special report, which has indicated that a lot of the money that should have been paid to the government coffers was diverted elsewhere.<\/p>\n

The president directed the national leaders to visit all institutions under their discretion to ensure that they perform their roles, including collection of appropriate revenues.<\/p>\n

Presenting the audit report on the government\u2019s financial management system, CAG Othman Abass Ali said the five-year audit work sought to ensure strict financial controls are in place.<\/p>\n

Dr Othman identified a myr- iad of financial faults, citing the incompatibility of the financial system and the treasury reports, which were manually captured by the Bank of Tanzania and People\u2019s Bank of Zanzibar.<\/p>\n

The CAG warned against the use of manual systems, which he said subjects the public money to unofficial and arbitrary expenditures.<\/p>\n

He also reported some ministries, government depart- ments and agencies which were not connected to the system, compelling the institutions to col- lect and record government funds manually.<\/p>\n

The CAG further disparaged lack of final counteractive reports during the audit closure, saying the special audit has unveiled substantial amounts of money in the ministries and institutions records though couldn\u2019t be traced in the bank accounts. Citing 2019, he said the financial accounts of various institutions showed that the government had 1.2bn\/- balance but not a single penny could be seen in the bank accounts.<\/p>\n

During the three-year pe- riod, financial reports of public institutions showed a balance of 39.7bn\/- but there was no money in the bank, the CAG said, adding that similar flaws were observed in the general government fund.<\/p>\n

Meanwhile, the special audit of the Kizimbani Agricultural Research Institute has unveiled a lack of guidelines on revenue colection. President Mwinyi had on January 8, 2021 ordered the special audit of the institute as one of his directives during a tour of various development projects in Urban West region\u2019s Magharibi A District.<\/p>\n
