Africa-Press – Tanzania. <\/strong><\/span>THE Zanzibar High Court and the Tanzania Human Rights Defenders Coalition (THRDC)-Zanzibar have signed a three-year reviewable Memorandum of Understanding (MoU) to improve justice delivery in the country.<\/p>\n

The pact was signed by High court Chief Executive Officer (CEO) Mr Kai Bashiru Mbarauk and the THRDC- Zanzibar Coordinator Mr Abdalla Ali Abeid.<\/p>\n

Lawyers from the Zanzibar Female Lawyers Association (ZAFELA) and the judiciary staff led by acting Chief Justice Khamis Ramadhan Abdalla witnessed the signing ceremony.<\/p>\n

Under the partnership, the THRDC will support the Court on capacity building, strategic work plan, refresher course, research and survey and other issues that will help the Judiciary improve performance when carrying out its daily activities.<\/p>\n

Speaking shortly after the signing ceremony, THDRC Coordinator Mr Abeid said the implementation of the MoU will help in providing a link between human rights and the provision of justice.<\/p>\n

\u201cA courthouse needs to be translated into action, and we have to realize that gaining real access for all to the justice system is the beginning of achievement of justice,\u201d he said.<\/p>\n

According to him, it is also crucial to ensure that there is a practical link of justice for all.<\/p>\n

\u201cWe need to see that courts are able to offer better services to all people because as the practice reflects improvement in observing human rights. Justice delayed is justice denied. Undue delays are a major problem in justice systems,\u201d he noted further.<\/p>\n

Mr Abeid also called for the need to speed up the hearing of cases for the sake of timely provision of justice to victims of Gender-Based Violence (GBV).<\/p>\n

\u201cThis is among the areas that will receive major attention when implementing the just signed MoU,\u201d he noted, adding that this will play a crucial role in restoring people\u2019s trust to the judiciary.<\/p>\n

For his part, the Isles acting Chief Justice Khamis Ramadhan Abdalla assured that the Court was committed to improve its performance to win public trust.<\/p>\n

He said the partnership will help improve service delivery in the judiciary system, build capacity among legal practitioners, increase public awareness as well as conduct research and other related issues for judiciary efficiency.<\/p>\n

\u201cWe have also formed a Judicial Ethics Committee that will help oversee the performance of judges and magistrates,\u201d he said, noting that despite the ongoing efforts to address GBV, child abuse has remained a big challenge in the Isles.<\/p>\n

He also affirmed that the court is currently undergoing major reforms aimed at im- proving service delivery, especially on justice provision.<\/p>\n
