Africa-Press – Tanzania. <\/strong><\/span>THE 2022 National Population and Housing Census Commissioner, Ms Anne Makinda has urged Tanzanians not to hide people with disabilities in the forthcoming census.<\/p>\n

Ms Makinda said the government is responsible for ensuring availability of important services to all people including those with disabilities, saying it is crucial to know their number so that it can make appropriate plans for them.<\/p>\n

The census commissioner made a call recently in an interview with Tanzania Broadcasting Cooperation (TBC) about the preparations for the exercise slated for August 23 this year.<\/p>\n

She said that hiding people with disabilities means denying their basic rights and hinder the government’s efforts in planning for the country’s development.<\/p>\n

“Let’s not hide these people, they were created by God, so making them known means exposing them to various opportunities to help them run their lives,” Makinda stressed.<\/p>\n

She further said that the question of disclosing the disabled is legal and is in the CCM manifesto.<\/p>\n

The 2020 CCM manifesto states that CCM believes that raising and strengthening the welfare of a person, family and groups with special needs in society is an important resource for the future of sustainable and inclusive development.<\/p>\n

It intends to identify and protect people with disabilities from actions that lower their dignity such as discrimination, oppression, cruelty and stereotypes, enabling them to participate in activities.<\/p>\n

Moreover, the manifesto encourages the installation of infrastructure and a friendly environment for people with disabilities in public buildings and other places of community services and establishing a special unit in the structure of the government that deals with issues of people with disabilities.<\/p>\n

On the other hand, Makinda said the preparations for the census began by providing 21-day training for trainers of trainers across the country.<\/p>\n

The census commissioner added that the national census trainers were dispatched to train regional level trainers who in turn are going to train district level trainers.<\/p>\n

“The regional level trainers will meet the census clerks of the neighbourhoods who will be taught how to use tablet technology and census work ethics including hospitality to enumerators,\u201d she added.<\/p>\n

Ms Makinda further noted that the upcoming census is being conducted by observing international standards, an undertaking that requires a pilot census.<\/p>\n

She added that the pilot census was held in 2018 in thirteen centres in Mainland and five centres in Zanzibar which was successfully done.<\/p>\n

On Tuesday, Finance and Planning Minister, Dr Mwigulu Nchemba urged Tanzanians and enumerators for the 2022 census to ensure efficiency in undertaking the exercise to meet local and international standards.<\/p>\n

The minister made the call during the official closing of a seminar for regional trainers of census enumerators, which was held at the national level in the capital city.<\/p>\n

Minister Nchemba stressed that the census will enable the government to put in place projections for needed resources to provide social services and undertake development projects.<\/p>\n

\u201cLet me urge every Tanzanian to actively participate in the exercise by cooperating and giving correct information to the census enumerators,\u201d he said.<\/p>\n

Dr Nchemba expressed optimism that the census will be successful since Tanzania has experience in conducting such exercises having conducted five national population and housing censuses since the year 1967.<\/p>\n

\u201cPeople should bear in mind that skipping the census will have negative consequences since the government will not be able to accurately make projections on the needs of Tanzanians across the country,\u201d he stated.<\/p>\n
