This is why the sixth phase government under President Samia Suluhu Hassan has invested heavily in the sector.

Under her leadership, the government has taken a huge leap in the provision of water services, with increased access to the precious liquid considerably easing the water-fetching burden especially among women.

The success is evident all over the country, with several mega water projects being executed by the government. While some of these projects have been completed, others are in their final stages of completion.

In Dar es Salaam, which is country’s largest city, home to over six (6) million people, the hassle of searching for water has significantly eased compared to few years back.

To keep pace with the demand for improved services due to economic and population growth, the Dar es Salaam Water Supply and Sanitation Authority (DAWASA) has managed to beat the 95 per cent target set by the ruling party CCM election manifesto by one per cent.

The manifesto envisages 95 per cent water access in urban areas and 85 per cent in rural settings by the year 2025.

According to Dawasa, Chief Executive Officer, Eng Cyprian Luhemeja the authority has already surpassed the target by reaching 96 per cent of providing access to clean and safe water for people served by the authority.

“We have succeeded to provide water services for 96 per cent so we are ahead of CCM Manifesto which instruct that by 2025 availability of water should be 95 per cent in urban areas and 85 per cent in rural settings,” said Eng Luhemeja.

He said Dawasa has invested 1.1tri/- to implement different water projects for the Coast and Dar es Salaam Regions and improvement of water availability.

Eng Luhemeja made the remarks recently, when speaking about the implementation of the authority activities for the financial year 2021/22 and 2022/23.

He said the aim of the investment is to ensure that access to clean water for residents of Dar es Salaam and Coast Regions is attained by 100 per cent come the end of 2023.

He said the authority has done the best to strengthen the availability of clean water for 96 per cent of Dar es Salaam and Coast Region through the strategic business plan, which is implemented for three years from (2021/22 – 2023/24).

According to the CEO, Dawasa’s goal is to make sure clean water services is available for 100 per cent by 2025 and at least to meet 60 per cent in provision of sanitation in its area of services.

He attributed the achievement to the completion of over ten out of 13 strategic projects that include rehabilitation, expansion and construction of new projects.

Once completed, Eng Luhemeja said Dawasa will reach a target of 100 per cent in access to clean water in areas served by the authority.

“Dawasa serves a total of 16 constituencies, whereby ten are in Dar es Salaam and six in Coast Region. To-date, some of the constituencies including Ilala and Ubungo have attained 100 per cent in having access to clean and safe water, while Kawe and Kigamboni will reach 100 per cent by the end of this year. We are optimistic that the remaining areas will meet that target by 2023,” said Eng Luhemeja.

He said the success has come because of the hard work by authority which has implemented big strategic projects including the expansion of Upper and Lower Ruvu water treatment plants, construction of 4,700 kilometres of water pipes and construction of water reservoirs.

As a result, Eng Luhemeja said the number of Dawasa customers have increased from 217,766 in 2018 up to 370,982 currently.

He mentioned some strategic projects implemented and are currently supplying water as Makongo to Bagamoyo, Jeti – Buza, Mkuranga, Pugu – Gongo la Mboto, Kibamba – Kisarawe, Mlandizi – Chalinze – Mboga, Mbwawa, Soga, Zegereni and other projects to improve Information and Communication Technology (ICT) systems.

Eng Luhemeja said the completion of the projects and sanitation has enabled the commencement of other projects like to connect new clients with clean water.

He said during this financial year, Dawasa intends to embark of the implementation of Kidunda dam water project, where the government has set aside 388bn/- for the project. He said the contractor is likely to be on the site by October this year.

This strategic project will help to increase water availability in Dar es Salaam and Coast Region and will be able to provide 1.6 trillion litres of water at full capacity.

Apart from Kidunda project, Kimbiji water project which involve drilling of seven boreholes at Kigamboni worth 23bn/-. The project is nearing its completion and will inject 60 million litres of water, surpassing the 25 million litres per day that is required to serve the whole district of Kigamboni. The project will be at its full swing by the end of the year.

Dawasa boss also urged people to fully take part in the forthcoming National Population and Housing Census, insisting that the exercise will enable the authority to effectively provide service to its customers.

In ensuring that access to safe water and sanitation for rural people reaches more than 85 per cent by the year 2025, the Government has continued to build, rehabilitate, expand water supply networks as well as strengthen water supply management and recent President Samia expressed her satisfaction with the implementation of the various development projects across the country, saying the pace is ahead of the schedule indicated in the CCM election manifesto of 2020/25.

The Medium Term Strategic Plan of the Ministry of Water (MoW) reflects priorities in the Water Sector related to Water Resources Management, Water Supply and Sanitation Services,as well as Institutional Strengthening and Capacity building in the next five years from 2019/20 – 2023/24.

The government has placed much focus in improvement of water provision services as articulated in the Third National Five-Year Development Plan (FYPD III) 2021/2022-2025/2026 with a theme; “Realising Competitiveness and Industrialisation for Human Development.

FYDP III points that water and sanitation health are some of the key ingredients for human development. This sector involves the availability and distribution of water and the protection of water sources and resource environment. In this regard, this plan focuses on improving the availability and distribution of water supplies and sanitation services in urban and rural areas, and protection of water sources and resource environment.

Key interventions include to strengthen supply infrastructures for clean and safe water, establish and strengthen the Community Based Water Supply Organizations (CBWSOs) for enhancing sustainability of rural water supply and sanitation services and to promote appropriate technologies for further treatment of effluent and sludge for recycling and re-use purposes.

Other interventions include to construct strategic water reservoirs, promote and support management, development and equitable utilisation of trans- boundary water resources, strengthen conservation and protection programmes of water resources and water sources, strengthen water resources research systems, data collection, processing, storage and dissemination of water statistics and establish programmes and mechanisms for management, monitoring and assessment of water and wastewater quality.

The national plan is consistent with the National Water Policy (NAWAPO) 2002, the Water Sector Development Programme (WSDP 2006-2025), and Regional and International Policy Frameworks such as Africa Water Agenda 2063 and Sustainable Development Goals (SDGs).

All these national and international planning frameworks are designed to meet aspirations of the Tanzania Development Vision 2025 that that envisages the country to attain the middle-income country status by year 2025.

This plan aims at improving systems, procedures and structures that will strengthen water resources management; improve access to adequate, safe and clean water and sanitation services, boost institutional capacity and improve working environment; and enhancing Water Sector networks and partnerships.

For More News And Analysis About Tanzania Follow Africa-Press

Africa-Press – Tanzania.
