Africa-Press<\/a> – Tchad<\/a>. <\/strong><\/span>Le directeur du d\u00e9partement Afrique du Fonds mon\u00e9taire international (FMI), Abebe Aemro Selassie, a publi\u00e9 le 7 septembre 2021, la d\u00e9claration sur le Tchad dont la teneur suit : \u00ab La situation \u00e9conomique et financi\u00e8re du Tchad continue de se d\u00e9grader suite aux chocs combin\u00e9s de la pand\u00e9mie du Covid-19, de la baisse des prix du p\u00e9trole, du changement climatique et des attaques terroristes.<\/p>\n

Les services du FMI et les autorit\u00e9s tchadiennes ont poursuivi un dialogue \u00e9troit sur les politiques \u00e9conomiques. Les discussions r\u00e9centes confirment les pr\u00e9occupations croissantes concernant les difficult\u00e9s de financement, obligeant le gouvernement \u00e0 r\u00e9duire les d\u00e9penses sociales et de d\u00e9veloppement essentielles, ce qui, \u00e0 moins d’\u00eatre rapidement invers\u00e9, pourrait avoir de graves cons\u00e9quences n\u00e9gatives sur le plan social et de la s\u00e9curit\u00e9.<\/p>\n

La dette du Tchad est jug\u00e9e insoutenable. Un traitement de la dette est donc essentiel et ouvrirait la voie \u00e0 l’approbation par le Conseil d’administration du FMI d’un financement \u00e0 l’appui du programme tchadien d’ajustement budg\u00e9taire et de r\u00e9formes soigneusement cibl\u00e9es qui a \u00e9t\u00e9 convenu avec les services du FMI en janvier. Elle ouvrirait \u00e9galement la voie \u00e0 l’octroi d’un soutien financier important par d’autres partenaires du d\u00e9veloppement.<\/p>\n

Les cr\u00e9anciers officiels au sein du Comit\u00e9 des cr\u00e9anciers pour le Tchad dans le cadre du Cadre commun pour le traitement de la dette au-del\u00e0 du DSSI (Cadre commun), ont, dans leur d\u00e9claration du 16 juin, soutenu le programme envisag\u00e9 par le Tchad avec l’appui du FMI et se sont engag\u00e9s \u00e0 n\u00e9gocier les conditions de restructuration de la dette en cons\u00e9quence.<\/p>\n

Un traitement comparable de la part des cr\u00e9anciers priv\u00e9s du Tchad est maintenant n\u00e9cessaire. Un processus cr\u00e9dible de restructuration de la dette avec les cr\u00e9anciers priv\u00e9s est n\u00e9cessaire pour d\u00e9bloquer le financement officiel dont le Tchad a besoin de toute urgence.<\/p>\n

Un engagement fort de la part des cr\u00e9anciers priv\u00e9s sur leur volont\u00e9 de n\u00e9gocier sans plus tarder de tels traitements de la dette conformes aux param\u00e8tres du programme envisag\u00e9 avec le FMI contribuerait \u00e0 stimuler la reprise \u00e9conomique du Tchad et les efforts de r\u00e9duction de la pauvret\u00e9.<\/p>\n

Le directeur g\u00e9n\u00e9ral du FMI a \u00e9galement approuv\u00e9 l’appel du Comit\u00e9 des cr\u00e9anciers pour que les cr\u00e9anciers priv\u00e9s s’engagent \u00e0 n\u00e9gocier ce traitement de la dette sans d\u00e9lai.<\/p>\n

La communaut\u00e9 internationale suivra de pr\u00e8s l’\u00e9volution de la situation et attend avec impatience des progr\u00e8s concrets dans l’engagement entre le Tchad et ses cr\u00e9anciers priv\u00e9s dans les prochains jours.<\/p>\n","protected":false},"excerpt":{"rendered":"
