Situ\u00e9e dans l&rsquo;Ilot 4, lot 78, dans le m\u00eame quartier, la grande partie de cette \u00e9cole est occup\u00e9e anarchiquement et emp\u00eache les ONG de construire pour renforcer les salles de classe.<\/p>\n<p>L&rsquo;\u00e9tablissement ne dispose que de trois salles de classe. Plusieurs projets de construction d\u00e9di\u00e9s \u00e0 cet \u00e9tablissement d\u2019enseignement primaire ont \u00e9t\u00e9 d\u00e9localis\u00e9s dans d\u2019autres sites \u00e0 cause de la menace des occupants ill\u00e9gaux, affirme le responsable de l\u2019Association des parents d\u2019\u00e9l\u00e8ves (APE).<\/p>\n<p>Selon lui, plusieurs correspondances ont \u00e9t\u00e9 envoy\u00e9es aux autorit\u00e9s comp\u00e9tentes, notamment la commune du 10\u00e8me arrondissement, la mairie centrale et la d\u00e9l\u00e9gation du gouvernement aupr\u00e8s de la commune de N\u2019Djamena afin de d\u00e9guerpir les occupants ill\u00e9gaux.<\/p>\n<p>Le souhait est que l\u2019\u00e9cole b\u00e9n\u00e9ficie comme les autres \u00e9coles primaires d&rsquo;infrastructures pour le renforcement des salles de classe. \u00c0 ce jour, aucune action n&rsquo;a \u00e9t\u00e9 constat\u00e9e.<\/p>\n<p>Pour l\u2019ann\u00e9e scolaire 2019-2020, l\u2019\u00e9cole comptait un effectif de 323 \u00e9l\u00e8ves dont 111 filles alors qu\u2019ils \u00e9taient 466 l\u2019ann\u00e9e 2018-2019. Cette r\u00e9gression est due au manque de salles, souligne le responsable de l\u2019APE.<\/p>\n<p>Depuis sa cr\u00e9ation environ trois d\u00e9cennies, l\u2019\u00e9cole primaire officielle de Hille-Houdjadji n\u2019a b\u00e9n\u00e9fici\u00e9 d\u2019aucune infrastructure de l\u2019\u00c9tat et de ses partenaires.<\/p>\n<p>Au vu de ces difficult\u00e9s, l\u2019Agence fran\u00e7aise pour le d\u00e9veloppement (AFD) via le projet d\u2019am\u00e9lioration de la qualit\u00e9 de l\u2019\u00e9ducation de base et la promotion d\u2019une gestion de proximit\u00e9 (PAQEPP) a envisag\u00e9e un renforcement pour l\u2019\u00e9cole en salles de classe, mais le d\u00e9guerpissement des occupants de son espace n\u2019a pas \u00e9t\u00e9 d\u00e9limit\u00e9 par les autorit\u00e9s comp\u00e9tentes.<\/p>\n<p>Le PAQEPP a d\u00fb d\u00e9localiser le projet dans d\u2019autres sites, explique le responsable de l\u2019APE. Cette affaire est actuellement entre les mains des autorit\u00e9s municipales, dit-il.<\/p>\n<p>L\u2019\u00e9cole fonctionne tant bien que mal gr\u00e2ce aux efforts fournis par l\u2019APE et le PAQEPP. Cet \u00e9tablissement a d\u2019\u00e9normes difficult\u00e9s, entre autres : le manque d\u2019infrastructures (salles de classe, cl\u00f4ture, etc) et l\u2019ins\u00e9curit\u00e9 des \u00e9l\u00e8ves.<\/p>\n<p>Malgr\u00e9 cela, l\u2019APE se bat pour contrecarrer ces probl\u00e8mes afin que les enfants de Hille-Houdjadj jouissent des m\u00eames droits \u00e0 l\u2019\u00e9ducation que les autres enfants du Tchad.
