Africa-Press – Tchad. <\/strong><\/span>La capitale du Tchad abrite, du 23 au 25 novembre 2021, un colloque r\u00e9gional sur la s\u00e9curit\u00e9 du foncier agro-pastoral sous le th\u00e8me : \u00ab S\u00e9curiser le foncier agro-pastoral et pr\u00e9venir les conflits agro-pastoraux en Afrique du Centre et de l\u2019Ouest \u00bb.<\/p>\n

Ce colloque portera sur quatre axes principaux : processus d\u2019\u00e9laboration des politiques fonci\u00e8res l\u00e9gitimes et l\u00e9galis\u00e9es, statuts des terres agro-pastorales et des communs pastoraux, dispositifs de gouvernance responsable du foncier agro-pastoral et les m\u00e9canismes d\u2019information et de d\u00e9fense des droits par les agriculteurs et les \u00e9leveurs.<\/p>\n

Au cours de la c\u00e9r\u00e9monie officielle d\u2019ouverture des travaux, le ministre de l\u2019Elevage et des Productions animales, Dr Abderahim Awat Atteib, a soulign\u00e9 que \u00ab le Tchad est un pays pour lequel l\u2019\u00e9levage et l\u2019agriculture constituent les principaux piliers de son \u00e9conomie, mais la gestion actuelle des ressources naturelles fait souvent l\u2019objet des conflits entre usagers, avec des cons\u00e9quences parfois tr\u00e8s tristes.<\/p>\n

\u00bb Pour le ministre Aderahim Awat, la r\u00e9flexion sur la s\u00e9curisation du foncier agro-pastoral doit s\u2019inscrire dans une perspective portant sur la viabilit\u00e9 \u00e9conomique et sociale de ces principaux piliers de l\u2019\u00e9conomie nationale.<\/p>\n

Le cadre l\u00e9gislatif et r\u00e8glementaire r\u00e9gissant l\u2019acc\u00e8s au foncier et autres ressources naturelles, n\u2019est pas en phase avec le contexte actuel. Au regard de ces constats, la probl\u00e9matique du foncier agro-pastoral m\u00e9rite une r\u00e9flexion plus approfondie, a conclu le ministre.<\/p>\n

Quant au repr\u00e9sentant de la d\u00e9l\u00e9gation de l\u2019Union europ\u00e9enne, Didier Carton explique que l\u2019organisation de ce colloque entre dans le sillage de la strat\u00e9gie Sahel, du Programme indicatif national(PIN) du 11\u00e8me PED secteur \u00ab gestion durable des ressources naturelles \u00bb.<\/p>\n

Selon lui, les enjeux et d\u00e9fis de la s\u00e9curisation du foncier agro-pastoral m\u00e9ritent d\u2019\u00eatre analys\u00e9s et trait\u00e9s, lorsqu\u2019on sait que le socle de l\u2019\u00e9conomie tchadienne et r\u00e9gionale est bas\u00e9 sur l\u2019agriculture et l\u2019\u00e9levage.<\/p>\n
