Le paneliste a commenc\u00e9 son intervention en expliquant \u00ab qu\u2019on entend par d\u00e9veloppement durable, un d\u00e9veloppement qui se fait en utilisant toutes les ressources naturelles possibles, sans compromettre la destruction de notre environnement ou de notre \u00e9cosyst\u00e8me, afin de pr\u00e9server un avenir meilleur pour les autres \u00bb.<\/p>\n<p>Ensuite, il a rappel\u00e9 que \u00ab les ph\u00e9nom\u00e8nes du changement climatique et du d\u00e9veloppement durable ont commenc\u00e9 depuis plus de plus de 100 ans, avec le d\u00e9veloppement sans \u00e9gal de l&rsquo;exploitation des ressources naturelles qui a cr\u00e9\u00e9 l&rsquo;augmentation des gaz \u00e0 effet de serre et la destruction de la couche d&rsquo;ozone. \u00bb Ainsi, avec l&rsquo;in\u00e9gale r\u00e9partition des biens mondiaux, on fait la capitalisation de la richesse mondiale. On se rend compte que 60% de cette richesse est g\u00e9r\u00e9e par les quelques pays riches (le fameux G20). \u00ab Ce groupe de 20 pays les plus riches ou plus industrialis\u00e9s est cr\u00e9\u00e9 pour d\u00e9cider du sort des pays pauvres \u00bb.<\/p>\n<p>Le Tchad doit faire donc doit agir, en r\u00e9duisant la circulation des v\u00e9hicules et en \u0153uvrant davantage pour l&rsquo;exploitation de l&rsquo;\u00e9nergie renouvelable. \u00ab Certes, l&rsquo;\u00c9tat est au centre, mais il faut aussi l&rsquo;implication des communaut\u00e9s et des communes, pour une autonomisation \u00e9nerg\u00e9tique dans notre pays \u00bb, a rappel\u00e9 Boukar Michel.<\/p>\n<p>Enfin, s\u2019agissant de la r\u00e9currente question de la gestion de la terre au Tchad, la probl\u00e9matique du sol doit faire l&rsquo;objet d&rsquo;une profonde r\u00e9flexion. Il faut adopter des textes pour aider les paysans \u00e0 avoir l&rsquo;acc\u00e8s \u00e0 la terre, et le titre foncier leur permettrait de prendre des cr\u00e9dits \u00e0 la banque.
