Africa-Press – Tchad. <\/strong><\/span>Le chef de l\u2019\u00c9tat a remplac\u00e9 son directeur de cabinet, le Palais a un nouveau secr\u00e9taire g\u00e9n\u00e9ral et le Conseil national de transition se pr\u00e9pare \u00e0 choisir son pr\u00e9sident. Des choix hautement politiques, r\u00e9v\u00e9l\u00e9s par Jeune Afrique.<\/p>\n

Alors que le dialogue national inclusif se profile \u00e0 l\u2019horizon et doit se tenir avant la fin de l\u2019ann\u00e9e, Mahamat Idriss D\u00e9by Itno a d\u00e9cid\u00e9 de proc\u00e9der \u00e0 des ajustements dans ses \u00e9quipes. Premier changement d\u2019importance : Houdeingar David Ngarimaden a \u00e9t\u00e9 nomm\u00e9 ce 1er octobre directeur de cabinet du pr\u00e9sident de la transition, en remplacement d\u2019Aziz Mahamat Saleh.<\/p>\n

Consid\u00e9r\u00e9 comme un technocrate \u00e0 m\u00eame de dialoguer avec l\u2019opposition, Houdeingar est un ancien pilier du syst\u00e8me de feu Idriss D\u00e9by Itno (IDI). Il fut aussi ministre de l\u2019Agriculture, de l\u2019Enseignement sup\u00e9rieur ou encore des Mines. Cadre du Mouvement patriotique du salut (MPS, fond\u00e9 par IDI), ex-pr\u00e9sident du Conseil constitutionnel, son nom avait d\u00e9j\u00e0 \u00e9t\u00e9 cit\u00e9 au plus haut niveau apr\u00e8s la mort du mar\u00e9chal comme possible Premier ministre de la transition.<\/p>\n

Le chef de l\u2019\u00c9tat lui avait cependant pr\u00e9f\u00e9r\u00e9 Albert Pahimi Padack\u00e9, et l\u2019avait nomm\u00e9 au secr\u00e9tariat g\u00e9n\u00e9ral de la pr\u00e9sidence. Ces derniers jours, Houdeingar David Ngarimaden avait \u00e9t\u00e9 une nouvelle fois envisag\u00e9 \u00e0 un autre poste, celui de pr\u00e9sident du Conseil national de transition (CNT, assembl\u00e9e provisoire). Selon nos sources, plusieurs membres du Conseil militaire de transition (CMT, organe ex\u00e9cutif) et des cadres du MPS \u00e9taient favorables \u00e0 ce choix.<\/p>\n

Nomination controvers\u00e9e<\/b><\/p>\n

Mais, d\u2019apr\u00e8s nos informations, c\u2019est un autre homme qui, cette fois encore, a \u00e9t\u00e9 choisi : Haroun Kabadi. Jusqu\u2019\u00e0 il y a peu pr\u00e9sident de l\u2019Assembl\u00e9e nationale, ce dernier a en effet beaucoup insist\u00e9 pour conserver son poste de chef du pouvoir l\u00e9gislatif. Il a surtout fait valoir sa ma\u00eetrise des arcanes financiers de la chambre basse, o\u00f9 il avait favoris\u00e9 la nomination de fid\u00e8les, comme son bras droit Ali Kolotou Tcha\u00efmi.<\/p>\n

Le choix de Kabadi, qui doit \u00eatre officialis\u00e9 dans les prochains jours \u2013 sauf changement de derni\u00e8re minute \u2013, n\u2019a pas fait l\u2019unanimit\u00e9 dans l\u2019entourage du chef de l\u2019\u00c9tat et au sein du MPS, o\u00f9 nombre de cadres, de soutiens financiers et de militants (notamment chez les plus jeunes) s\u2019y sont oppos\u00e9s. Outre Houdeingar David Ngarimaden, Moussa Kadam, ex-vice-pr\u00e9sident de l\u2019Assembl\u00e9e nationale, a un temps repr\u00e9sent\u00e9 une alternative. Mais Kabadi a su s\u2019imposer gr\u00e2ce \u00e0 ses r\u00e9seaux et malgr\u00e9 la grogne.<\/p>\n

Selon nos sources, seuls les trois postes de vices-pr\u00e9sidents restent donc \u00e0 pourvoir. L\u2019un d\u2019entre eux pourrait aller \u00e0 l\u2019opposition, notamment \u00e0 Th\u00e9ophile Bongoro, Ngarlejy Yorongar ou F\u00e9lix Nialb\u00e9 Noradoumngar. Un autre pourrait \u00e9choir \u00e0 un proche de Albert Pahimi Padack\u00e9, comme Delwa Kassir\u00e9 Coumakoye ou Achta Mahamat Nour.<\/p>\n

Abdelkerim Idriss D\u00e9by reste \u00e0 la pr\u00e9sidence<\/b><\/p>\n

S\u2019il n\u2019a pu supplanter Haroun Kabadi, Moussa Kadam a tout de m\u00eame obtenu d\u2019\u00eatre nomm\u00e9, \u00e9galement le 1er octobre, secr\u00e9taire g\u00e9n\u00e9ral de la pr\u00e9sidence de la R\u00e9publique, en remplacement d\u2019Houdeingar, lequel a quant \u00e0 lui repris le poste d\u2019Aziz Mahamat Saleh \u00e0 la direction du cabinet du chef de l\u2019\u00c9tat. Ce dernier n\u2019a pour le moment pas de nouvelles fonctions. Certaines sources l\u2019imaginent int\u00e9grer un gouvernement \u00e0 l\u2019occasion d\u2019un proche remaniement, mais rien n\u2019est encore act\u00e9.<\/p>\n

Mahamat Idriss D\u00e9by Itno a en revanche conserv\u00e9 aupr\u00e8s de lui son directeur de cabinet adjoint, Abdelkerim Idriss D\u00e9by. Le fr\u00e8re cadet du chef de l\u2019\u00c9tat a lui-m\u00eame demand\u00e9 \u00e0 conserver ce poste, qu\u2019il occupait d\u00e9j\u00e0 aupr\u00e8s de son d\u00e9funt p\u00e8re. Il est aujourd\u2019hui l\u2019un des plus proches conseillers du pr\u00e9sident, tant pour la gestion du pays que pour celle du MPS.<\/p>\n
