Apr\u00e8s les avoir amnisti\u00e9s, il s\u2019appr\u00eate \u00e0 satisfaire une autre de leurs revendications.<\/p>\n

Les groupes politico-militaires ont obtenu, le 29 novembre, la mesure d\u2019amnistie qu\u2019ils avaient r\u00e9clam\u00e9e et pos\u00e9e comme condition premi\u00e8re \u00e0 leur participation \u00e0 tout dialogue officiel avec le pouvoir de N\u2019Djamena. Selon nos informations, ils pourraient \u00e9galement voir une autre de leurs revendications satisfaite : la restitution de leurs biens saisis par les autorit\u00e9s tchadiennes.<\/p>\n

Villas et sommes d\u2019argent<\/b><\/p>\n

Plusieurs de leurs chefs avaient en effet \u00e9tabli, il y a plusieurs mois, une liste de terrains, villas, v\u00e9hicules et sommes d\u2019argent ayant appartenu aux membres de leurs groupes et confisqu\u00e9s par la justice tchadienne ces derni\u00e8res ann\u00e9es. Celle-ci avait ensuite \u00e9t\u00e9 transmise au comit\u00e9 technique charg\u00e9 de favoriser le dialogue entre les opposants rebelles et Mahamat Idriss D\u00e9by Itno, une instance pr\u00e9sid\u00e9e par Goukouni Weddeye.<\/p>\n

Un sous-comit\u00e9 \u00e9galement dirig\u00e9 par l\u2019ancien pr\u00e9sident tchadien s\u2019est ensuite mis au travail et a analys\u00e9 point par point les demandes de restitution. Puis un rapport a \u00e9t\u00e9 transmis \u00e0 la pr\u00e9sidence. C\u2019est sur la base de ces recommandations que le chef de l\u2019\u00c9tat doit d\u00e9cider d\u2019acc\u00e9der ou non \u00e0 la demande des groupes politico-militaires.<\/p>\n

D\u2019apr\u00e8s un proche de son cabinet, Mahamat Idriss D\u00e9by Itno y est favorable. Au palais pr\u00e9sidentiel, une \u00e9quipe est actuellement charg\u00e9e de pr\u00e9parer un projet de d\u00e9cret fixant les modalit\u00e9s et l\u2019ampleur des restitutions. Le document pourrait \u00eatre valid\u00e9 \u00e0 court terme, d\u00e8s lors que les dossiers li\u00e9s \u00e0 l\u2019amnistie annonc\u00e9e le 29 novembre auront \u00e9t\u00e9 boucl\u00e9s.<\/p>\n

Selon plusieurs opposants contact\u00e9s par Jeune Afrique, cette mesure \u00e9tait la deuxi\u00e8me condition indispensable \u00e0 leur participation \u00e0 un \u00ab pr\u00e9-dialogue \u00bb, dont l\u2019organisation pourrait \u00eatre lanc\u00e9e prochainement au Qatar et qui pr\u00e9c\u00e9derait le dialogue national pr\u00e9vu dans les prochains mois \u00e0 N\u2019Djamena.<\/p>\n

D\u2019autres dirigeants de groupes politico-militaires ont pos\u00e9 des pr\u00e9alables diff\u00e9rents, tels que l\u2019octroi de documents de voyage et la pr\u00e9sence comme t\u00e9moins, lors des futures discussions \u00e0 Doha, de repr\u00e9sentants de l\u2019Union africaine (UA), des Nations unies et des \u00ab pays amis \u00bb, comme la France ou les \u00c9tats-Unis.<\/p>\n
