Mais les textes \u00e0 cet effet demeurent flous et l\u2019interpr\u00e9tation pr\u00eate \u00e0 confusion. Mahamat Allahou Taher sera-t-il encore pr\u00e9sident du Rassemblement pour la D\u00e9mocratie et le Progr\u00e8s (RDP)? Tout semble converger dans ce sens.<\/p>\n

En effet, les 21 f\u00e9d\u00e9rations que compte le parti ont propos\u00e9, dans leur d\u00e9claration \u00e0 l\u2019issue de la 7e convention ordinaire, la reconduction du pr\u00e9sident sortant Mahamat Allahou Taher \u00e0 son poste.<\/p>\n

Pourtant, deux candidats convoitent son fauteuil. Mais selon une source, il n\u2019y aura pas d\u2019\u00e9lection vu l\u2019esprit des textes du parti. L\u2019article 13 dudit statut stipule que \u201cle pr\u00e9sident national est \u00e9lu pour un mandat cons\u00e9cutif de quatre ans, renouvelable une seule fois.<\/p>\n

\u201d Autrement, le pr\u00e9sident est \u00e9lu pour deux mandats de quatre ans chacun.<\/p>\n

Mais, relate notre source, au vivant de son fondateur, Lol Mahamat Choua, le processus n\u2019a pas \u00e9t\u00e9 respect\u00e9. Et celui-ci a \u00e9t\u00e9 reconduit autant de fois, par consensus.<\/p>\n

L\u2019actuel pr\u00e9sident, lui aussi, a \u00e9t\u00e9 propuls\u00e9 par consensus \u00e0 la t\u00eate du parti apr\u00e8s que le d\u00e9funt Lol Mahamat Choua ait d\u00e9cid\u00e9 de passer le relai. Il a fallu attendre la 6\u00e8me convention pour que des retouches soient faites au texte.<\/p>\n

Une \u00e9lection a \u00e9t\u00e9 organis\u00e9e. Et Mahamat Allahou Taher a battu Mahamat Mouctar. La premi\u00e8re \u00e9lection de son histoire. Selon les explications de notre source, pour organiser les \u00e9lections, il faut que les textes soient explicites : mode d\u2019\u00e9lection, crit\u00e8res d\u2019\u00e9ligibilit\u00e9\u2026 Mais, dit-il, ces aspects ne sont pas d\u00e9finis dans le statut.<\/p>\n

Lors de la 7e convention ordinaire qui se tient actuellement \u00e0 N\u2019Djamena, les participants ont adopt\u00e9 quelques crit\u00e8res d\u2019\u00e9ligibilit\u00e9. Ceux-ci vont du capital de confiance, \u00e0 la participation aux activit\u00e9s du parti et la cotisation, a fait savoir notre informateur.<\/p>\n

Mais cela n\u2019est pas int\u00e9gr\u00e9 automatiquement. Les participants ont mandat\u00e9 le pr\u00e9sident Mahamat Allahou Taher de proposer des amendements au texte et convoqu\u00e9 le comit\u00e9 directeur pour statut sur ces aspects.<\/p>\n

Le comit\u00e9 directeur est compos\u00e9 de 451 membres \u00e9lus par la convention, dont 15 par f\u00e9d\u00e9ration interne, trente 30 \u00e0 l\u2019\u00e9tranger et 76 d\u00e9sign\u00e9s par le pr\u00e9sident national.<\/p>\n

Les membres du comit\u00e9 directeur sont habilit\u00e9s \u00e0 adopter. Le parti RDP a \u00e9t\u00e9 cr\u00e9\u00e9 le 30 d\u00e9cembre 1991 par feu Lol Mahamat Choua. En 30 ans, le parti n\u2019a connu que deux pr\u00e9sidents, Lol et Mahamat Allahou Taher.<\/p>\n
