C\u2019est presque un secret de Polichinelle : Patrice Talon sera candidat \u00e0 un second mandat \u00e0 la pr\u00e9sidentielle du 11 avril 2021. Engag\u00e9 dans une tourn\u00e9e marathon de \u00ab reddition des comptes \u00bb, \u00e0 la fin de 2020, il a promis de lever le voile au d\u00e9but de janvier 2021. L\u2019Union progressiste et le Bloc r\u00e9publicain, les deux partis de la mouvance pr\u00e9sidentielle qui se partagent l\u2019int\u00e9gralit\u00e9 des si\u00e8ges \u00e0 l\u2019Assembl\u00e9e, ont d\u00e9j\u00e0 fait savoir qu\u2019ils le soutiendraient.<\/p>\n

Seule inconnue : le ou les candidats qui lui feront face. Les poids lourds de l\u2019opposition \u2013 aux premiers rangs desquels S\u00e9bastien Ajavon et Lionel Zinsou, condamn\u00e9s au B\u00e9nin pour des faits qu\u2019ils nient, sont actuellement en exil \u00e0 l\u2019\u00e9tranger.<\/p>\n

Les nouvelles r\u00e8gles du jeu \u00e9lectoral instaur\u00e9es en 2019 obligent en outre les candidats \u00e0 obtenir le parrainage de d\u00e9put\u00e9s et d\u2019\u00e9lus locaux. Mais ni les Forces cauris pour un B\u00e9nin \u00e9mergent (FCBE) ni le tout jeune parti Les D\u00e9mocrates ne disposent d\u2019\u00e9lus \u00e0 l\u2019Assembl\u00e9e, et seulement d\u2019une poign\u00e9e dans les conseils communaux pour les FCBE.<\/p>\n

Des l\u00e9gislatives pour commencer l\u2019ann\u00e9e au Cap-Vert. Elles devraient se tenir d\u2019ici au mois de mars 2021 et aboutir \u00e0 la d\u00e9signation d\u2019un Premier ministre. Face \u00e0 l\u2019actuel titulaire du poste, Ulisses Correia e Silva, le chef du Mouvement pour la d\u00e9mocratie (MpD), une femme, Janira Hopffer Almada, jeune d\u00e9put\u00e9e \u00e0 la t\u00eate du Parti africain pour l\u2019ind\u00e9pendance du Cap-Vert (PAICV) qui r\u00eave de lui ravir les r\u00eanes du gouvernement.<\/p>\n

Au Cap-Vert, c\u2019est le Premier ministre qui d\u00e9tient l\u2019essentiel du pouvoir, mais une pr\u00e9sidentielle devrait ensuite \u00eatre organis\u00e9e, et, comme le pr\u00e9voit la Constitution, Jorge Carlos Fonseca laissera sa place apr\u00e8s deux mandats.<\/p>\n

Il a mis fin au (faux) suspense en officialisant, le 20 d\u00e9cembre, sa candidature. \u00c0 73 ans, Isma\u00efl Omar Guelleh briguera sa propre succession \u00e0 la pr\u00e9sidentielle pr\u00e9vue en avril 2021. Au pouvoir depuis 1999, il n\u2019a toujours pas pr\u00e9par\u00e9 de successeur et n\u2019a pas l\u2019intention de l\u00e2cher la barre au moment o\u00f9 Djibouti fait face \u00e0 des p\u00e9rils in\u00e9dits, entre la crise qui d\u00e9chire l\u2019\u00c9thiopie voisine et celle, \u00e9conomique, qui secoue la plan\u00e8te.<\/p>\n","protected":false},"excerpt":{"rendered":"
