Dans le sillage du sommet UE-Union africaine (UA), qui s\u2019est tenu les 17 et 18 f\u00e9vrier \u00e0 Bruxelles, des informations sont parues dans la presse internationale, concernant la cr\u00e9ation d\u2019un groupe informel de quatre pays africains -surnomm\u00e9 le G4- qui serait constitu\u00e9 de l\u2019Alg\u00e9rie, l\u2019Afrique du Sud, l\u2019\u00c9thiopie et enfin du Nigeria.<\/p>\n

Selon RFI, qui cite un communiqu\u00e9 de la pr\u00e9sidence nig\u00e9riane, ce groupe a pour but de coordonner, analyser, concerter et trouver des solutions aux d\u00e9fis du continent en proposant un m\u00e9canisme strat\u00e9gique qui vise \u00e0 apporter des solutions \u00ab\u00a0pratiques et efficaces\u00a0\u00bb aux diff\u00e9rents probl\u00e8mes auxquels l’Afrique est confront\u00e9e.<\/p>\n

Par ailleurs, un m\u00e9dia marocain r\u00e9put\u00e9 proche du gouvernement, Le 360, a fait savoir que le royaume ch\u00e9rifien regardait d\u2019un mauvais \u0153il la cr\u00e9ation de ce suppos\u00e9 groupe informel, en raison de la pr\u00e9sence de l\u2019Alg\u00e9rie et de l\u2019Afrique du Sud, connues pour leurs positions hostiles au Maroc sur le dossier du Sahara occidental.<\/p>\n

Dans le m\u00eame sens, le site d\u2019information arabophone arabicpost.net diffus\u00e9 depuis Istanbul, en Turquie, rapporte qu\u2019un sommet tripartite pr\u00e9vu au Kowe\u00eft entre le Pr\u00e9sident alg\u00e9rien et ses homologues \u00e9gyptien et kowe\u00eftien n\u2019avait pas eu lieu, en raison de la col\u00e8re d\u2019Abdel Fattah al-Sissi contre Abdelmadjid Tebboune concernant la cr\u00e9ation du groupe G4 et le dossier libyen. En effet, selon ce site, le chef de l\u2019\u00c9tat \u00e9gyptien a mal pris la rencontre qui s’est tenue \u00e0 Doha, lors du sommet des pays exportateurs de gaz, entre le Pr\u00e9sident Tebboune et l\u2019ex-Premier ministre libyen, Abdel Hamid Dbeibah, reconnu par la communaut\u00e9 internationale, alors que l\u2019\u00c9gypte soutient son rival Fathi Bachagha.<\/p>\n

Quels sont les r\u00e9sultats du sommet UE-UA? Les Africains peuvent-ils r\u00e9ellement compter sur l\u2019UE pour les aider \u00e0 se d\u00e9velopper? Par ailleurs, quels sont les enjeux de la cr\u00e9ation du G4? Que peut-il apporter \u00e0 la r\u00e9gion? Pourquoi le Maroc s\u2019y oppose en y voyant des intentions hostiles \u00e0 ses int\u00e9r\u00eats? Quid \u00e9galement de l\u2019\u00c9gypte? Cela a-t-il un lien avec les changements g\u00e9opolitiques qui traversent le continent?<\/p>\n

\u00ab\u00a0L\u2019Europe veut revenir en Afrique, tiendra-t-elle parole?\u00a0\u00bb<\/b><\/p>\n

\u00ab\u00a0Apr\u00e8s la r\u00e9unification de l\u2019Allemagne, la plupart des investisseurs europ\u00e9ens se sont d\u00e9tourn\u00e9s de l\u2019Afrique, r\u00e9orientant massivement leurs investissements vers les pays de l\u2019Europe de l\u2019Est, notamment dans le sillage du d\u00e9mant\u00e8lement de l\u2019Union sovi\u00e9tique\u00a0\u00bb, affirme M.Sidaoui, soulignant que \u00ab\u00a0les pays africains, soumis \u00e0 des taux d\u2019endettement asphyxiants, ont vu la croissance de leurs \u00e9conomies r\u00e9gresser de mani\u00e8re dramatique\u00a0\u00bb.<\/p>\n

Et d\u2019ajouter que \u00ab\u00a0c\u2019est dans ce contexte que d\u2019autres puissances \u00e9mergentes dans le monde, notamment asiatiques comme la Chine et l\u2019Inde, ont occup\u00e9 le vide laiss\u00e9 par les Europ\u00e9ens. Cette phase a \u00e9t\u00e9 tr\u00e8s b\u00e9n\u00e9fique aux Africains car beaucoup a \u00e9t\u00e9 fait, en particulier par la Chine, dans le d\u00e9veloppement des infrastructures de base (routes, ponts, a\u00e9roports, ports, le transport ferroviaire, les \u00e9coles, les h\u00f4pitaux, l\u2019exploitation des hydrocarbures et des autres ressources mini\u00e8res, etc). La Chine est \u00e9galement tr\u00e8s pr\u00e9sente en Afrique via ses entreprises industrielles, la formation universitaire, les technologies de l\u2019information et la production de l\u2019\u00e9nergie\u00a0\u00bb.<\/p>\n

Quid du G4 et des relations alg\u00e9ro-\u00e9gyptiennes?<\/b><\/p>\n

Concernant la cr\u00e9ation suppos\u00e9e du groupe informel G4 par l\u2019Alg\u00e9rie, le Nigeria, l\u2019\u00c9thiopie et l\u2019Afrique du Sud, Riadh Sidaoui estime qu\u2019\u00a0\u00bben attendant l\u2019annonce officielle, confirmant ou infirmant l\u2019information, l\u2019id\u00e9e en elle-m\u00eame m\u00e9rite d\u2019\u00eatre \u00e9tudi\u00e9e de tr\u00e8s pr\u00e8s, vu le poids de ces pays qui peuvent effectivement constituer un noyau dur \u00e0 l\u2019int\u00e9rieur de l\u2019UA capable d\u2019insuffler dans un cadre de consultation plus large une politique panafricaine au profit de tous les \u00c9tats membres\u00a0\u00bb.<\/p>\n

En effet, M.Sidaoui rappelle dans ce sens que \u00ab\u00a0l\u2019Alg\u00e9rie, le plus grand pays du Maghreb, est un important producteur d\u2019hydrocarbures, qui fournit l\u2019Europe en gaz, et a l\u2019une des plus grandes arm\u00e9es du bassin m\u00e9diterran\u00e9en, d\u2019Afrique (2e) et du monde arabe (3e). L\u2019Afrique du Sud, le Nigeria et l\u2019\u00c9thiopie ont \u00e9galement de grandes \u00e9conomies et disposent d\u2019arm\u00e9es r\u00e9gionales tr\u00e8s puissantes. Ainsi, avec l\u2019Alg\u00e9rie sur le flanc m\u00e9diterran\u00e9en, l\u2019Afrique du Sud avec ses c\u00f4tes sur les oc\u00e9ans Indien et Atlantique, le Nigeria sur le flan du golfe de Guin\u00e9e, et enfin l\u2019\u00c9thiopie dans la Corne de l\u2019Afrique sur le flanc hautement strat\u00e9gique du d\u00e9troit de Bab el-Mandeb, sur le golfe d\u2019Aden, ces quatre pays constituent effectivement un noyau militaro-\u00e9conomique capable de changer beaucoup de choses sur le continent africain. Si l\u2019on ajoute leur coop\u00e9ration multidimensionnelle avec l\u2019axe eurasiatique Moscou-P\u00e9kin-T\u00e9h\u00e9ran, avec lequel l\u2019Allemagne pourrait tr\u00e8s probablement coop\u00e9rer en Afrique, il est clair qu\u2019en mati\u00e8re de politiques militaro-s\u00e9curitaires et de lutte anti-terroriste, d\u2019investissements et de d\u00e9veloppement \u00e9conomique, ce quartet africain ne peut que susciter les craintes des Occidentaux, de la Turquie, d\u2019Isra\u00ebl et de leurs alli\u00e9s africains\u00a0\u00bb.<\/p>\n

Conclusion<\/b><\/p>\n

Il est tr\u00e8s peu probable, selon l\u2019interlocuteur de Sputnik, que \u00ab\u00a0les informations relay\u00e9es sur la pr\u00e9tendue col\u00e8re du Pr\u00e9sident Abdel Fattah al-Sissi contre son homologue alg\u00e9rien soient vraies et ce pour plusieurs raisons. La premi\u00e8re est que le chef de l\u2019\u00c9tat \u00e9gyptien a quitt\u00e9 le Kowe\u00eft alors que le Pr\u00e9sident Tebboune n\u2019\u00e9tait pas encore arriv\u00e9 dans ce pays, alors qu\u2019il n\u2019y avait aucune annonce officielle concernant cette pr\u00e9tendue rencontre tripartite. La deuxi\u00e8me est que les deux pays sont tenus de coop\u00e9rer \u00e9troitement pour stabiliser la Libye, emp\u00eacher l\u2019arriv\u00e9e de mercenaires de Syrie et d\u2019Irak via la Turquie et participer activement \u00e0 la s\u00e9curisation du Sahel. Enfin, vu les capacit\u00e9s militaires et la position g\u00e9ographique hautement strat\u00e9gique de l\u2019\u00c9gypte, les pays du G4 ont tout int\u00e9r\u00eat \u00e0 faire participer ce pays \u00e0 leur groupe\u00a0\u00bb.<\/p>\n
