\u00ab Nous avons beaucoup travaill\u00e9 \u00e0 sens unique par le pass\u00e9, maintenant il faut \u0153uvrer dans les deux sens. \u00bb Wen Gang, l\u2019auteur de cette sentence, est le vice-pr\u00e9sident de China Communications Construction Company Limited (CCCC), l\u2019un des principaux groupes chinois de travaux publics actifs sur le continent. Un conglom\u00e9rat cot\u00e9 en bourse mais contr\u00f4l\u00e9 par l\u2019\u00c9tat, ce qui laisse \u00e0 penser que lorsque M. Gang s\u2019exprime en public, ses propos n\u2019engagent pas que lui. \u00ab Cela ne veut pas dire que les entreprises africaines doivent aller en Chine, poursuit-il, mais au moins que les b\u00e9n\u00e9fices soient mutuels ou multilat\u00e9raux. \u00bb<\/p>\n

Relation \u00e0 sens unique<\/b><\/p>\n

Cette id\u00e9e d\u2019une relation \u00e9conomique et commerciale fonctionnant \u00e0 sens unique revient beaucoup lorsqu\u2019on \u00e9voque les relations sino-africaines, en particulier les \u00e9changes commerciaux. Et les chiffres confirment cette impression : si les flux d\u2019importation et d\u2019exportation ne cessent d\u2019augmenter entre la Chine et le continent depuis vingt ans, la balance reste d\u00e9sesp\u00e9r\u00e9ment d\u00e9s\u00e9quilibr\u00e9e.<\/p>\n

En 2019, derni\u00e8re ann\u00e9e pour laquelle les chiffres sont connus, l\u2019empire du Milieu a export\u00e9 pour 113 milliards de dollars de marchandises vers l\u2019Afrique, et import\u00e9 pour 95 milliards. \u00c9tudi\u00e9e pays par pays, la situation se r\u00e9v\u00e8le cependant tr\u00e8s h\u00e9t\u00e9rog\u00e8ne. Principaux exportateurs vers la Chine, la RDC, l\u2019Angola et l\u2019Afrique du Sud affichent un ratio positif gr\u00e2ce \u00e0 leurs mati\u00e8res premi\u00e8res et \u00e0 leurs hydrocarbures. Mais pour d\u2019autres nations moins riches en ressources naturelles, le bilan est cruel : la balance entre exportations et importations frise les 1 pour 5 (C\u00f4te d\u2019Ivoire), et m\u00eame 1 pour 7 (Nigeria et Maroc).<\/p>\n

Nouveau document bilat\u00e9ral<\/b><\/p>\n

Lors du sommet de Dakar, les pr\u00e9sidents congolais et sud-africain, ainsi que le ministre k\u00e9nyan des Affaires \u00e9trang\u00e8res, ont appel\u00e9 \u00e0 corriger ce d\u00e9s\u00e9quilibre persistant. F\u00e9lix Tshisekedi s\u2019est montr\u00e9 le plus explicite en appelant \u00ab \u00e0 la rectification des conditions [du] partenariat \u00bb et \u00e0 \u00ab \u00e9quilibrer tant soit peu les \u00e9changes commerciaux \u00bb.<\/p>\n

Le pr\u00e9sident Xi Jinping a annonc\u00e9 la cr\u00e9ation de \u00ab corridors verts \u00bb<\/p>\n

Les partenaires chinois assurent qu\u2019ils partagent cet objectif, et ont m\u00eame \u00e9voqu\u00e9 des projets pr\u00e9cis visant \u00e0 faciliter l\u2019importation de produits africains en Chine \u2013 en particulier ceux issus de l\u2019agriculture \u2013, leur r\u00e9f\u00e9rencement sur les plateformes de e-commerce et leur pr\u00e9sence dans les grandes foires internationales.<\/p>\n

Le nouveau document bilat\u00e9ral cens\u00e9 fixer les grandes orientations du partenariat \u00e0 l\u2019horizon 2035 confirme la volont\u00e9 d\u2019 \u00bbaugmenter les importations de produits hors ressources naturelles \u00bb, afin de corriger l\u2019impression persistante selon laquelle P\u00e9kin s\u2019int\u00e9resse avant tout \u00e0 l\u2019Afrique pour son p\u00e9trole et ses minerais. Quant au pr\u00e9sident Xi Jinping, il a lui-m\u00eame annonc\u00e9 la cr\u00e9ation de \u00ab corridors verts \u00bb : des routes logistiques, m\u00ealant rail et transport maritime, suppos\u00e9es faciliter et acc\u00e9l\u00e9rer l\u2019exportation de produits agricoles africains vers son pays.<\/p>\n
