Africa-Press – Tchad. <\/strong><\/span>Le 9 mars, le gouvernement de Mahamat Idriss D\u00e9by Itno a retir\u00e9 \u00e0 l\u2019ex-pr\u00e9sident l\u2019organisation des pourparlers avec les groupes politico-militaires, en pr\u00e9alable au dialogue national pr\u00e9vu en mai \u00e0 N\u2019Djamena. Le processus pourrait encore prendre du retard.<\/p>\n

L\u2019annonce aura surpris jusqu\u2019au sein m\u00eame du comit\u00e9 charg\u00e9 de l\u2019organisation du pr\u00e9-dialogue avec les groupes politico-militaires tchadiens. Alors que celui-ci doit s\u2019ouvrir le 13 mars \u00e0 Doha, au Qatar, ledit comit\u00e9 et son pr\u00e9sident, l\u2019ancien chef de l\u2019\u00c9tat Goukouni Weddeye, ont \u00e9t\u00e9 tout simplement remerci\u00e9s. Le Premier ministre, Albert Pahimi Padack\u00e9, a officialis\u00e9 par d\u00e9cret la d\u00e9cision du pr\u00e9sident de la transition, Mahamat Idriss D\u00e9by Itno, mercredi 9 mars.<\/p>\n

D\u00e9saccords avec le Qatar<\/b><\/p>\n

Une \u00e9quipe de 25 membres a \u00e9t\u00e9 nomm\u00e9e pour remplacer le comit\u00e9 Weddeye et sera plac\u00e9e sous la direction du ministre des Affaires \u00e9trang\u00e8res, Ch\u00e9rif Mahamat Z\u00e8ne. Officiellement, elle est charg\u00e9e de poursuivre le travail effectu\u00e9 et de parvenir \u00e0 la signature \u00e0 Doha d\u2019un protocole d\u2019accord avec les groupes rebelles invit\u00e9s au Qatar. \u00ab L\u2019annonce a \u00e9t\u00e9 faite brutalement, mais cela fait un moment que la situation \u00e9tait mauvaise \u00bb, explique un proche de l\u2019ex-comit\u00e9.<\/p>\n

Weddeye n\u2019avait pas les coud\u00e9es franches. Les Qataris ont fini par s\u2019en agacer<\/p>\n

Un temps annonc\u00e9 en janvier, le pr\u00e9-dialogue avait ainsi \u00e9t\u00e9 plusieurs fois retard\u00e9 en raison de d\u00e9saccords entre les autorit\u00e9s qataries \u2013 qui le financent \u2013 et les hommes de Goukouni Weddeye. Moutlaq Al Qahtani, le Monsieur Afrique du minist\u00e8re qatari des Affaires \u00e9trang\u00e8res, se serait en effet plaint \u00e0 plusieurs reprises de probl\u00e8mes d\u2019organisation constat\u00e9s chez ses interlocuteurs tchadiens.<\/p>\n

\u00ab Weddeye n\u2019avait pas les coud\u00e9es franches. On le laissait n\u00e9gocier mais d\u2019autres, au sein du Conseil militaire de transition, le court-circuitaient souvent. Les Qataris ont fini par s\u2019en agacer \u00bb, confie notre source aupr\u00e8s du comit\u00e9. Un autre observateur proche de la pr\u00e9sidence tchadienne temp\u00e8re : \u00ab Goukouni a amen\u00e9 les anciens rebelles \u00e0 la table des n\u00e9gociations. Il avait le profil pour cela. Maintenant qu\u2019on est dans la phase de signature, il faut un membre du gouvernement. \u00bb<\/p>\n

Cherif Mahamat Z\u00e8ne \u00e0 la man\u0153uvre<\/b><\/p>\n

En r\u00e9alit\u00e9, Cherif Mahamat Z\u00e8ne a pris en partie le dossier en main depuis plusieurs semaines. Fin f\u00e9vrier, il a rendu visite aux Qataris pour tenter de r\u00e9gler les probl\u00e8mes d\u2019organisation. Doha estimait que N\u2019Djamena conviait un trop grand nombre d\u2019ex-rebelles et souhaitait restreindre le nombre d\u2019invit\u00e9s. Mais le gouvernement de transition a tenu bon, sur ordre de Mahamat Idriss D\u00e9by Itno.<\/p>\n

La date du 13 mars est-elle compromise ? Les autorit\u00e9s tchadiennes ont officiellement communiqu\u00e9 sur celle-ci mais les pr\u00e9paratifs (billets d\u2019avion, visas, h\u00e9bergement) ne seraient pas tout \u00e0 fait achev\u00e9s. Plusieurs anciens chefs rebelles auraient \u00e9galement des doutes sur leur participation, alors que Goukouni Weddeye ne devrait pas \u00eatre pr\u00e9sent \u00e0 Doha. Mahamat Z\u00e8ne l\u2019a invit\u00e9 mais l\u2019ancien pr\u00e9sident assure avoir d\u00e9clin\u00e9.<\/p>\n
