Africa-Press – Tchad. <\/strong><\/span> La junte au pouvoir au Tchad depuis la mort du pr\u00e9sident Idriss D\u00e9by, tu\u00e9 il y a dix mois au front contre la r\u00e9bellion, entamera dimanche au Qatar des n\u00e9gociations longtemps retard\u00e9es avec d\u2019innombrables groupes rebelles.<\/b><\/p>\n

Ce \u00ab pr\u00e9-dialogue de Doha \u00bb promis depuis de longs mois et initialement pr\u00e9vu le 27 f\u00e9vrier, avait \u00e9t\u00e9 repouss\u00e9 \u00e0 la derni\u00e8re minute au 13 mars.<\/p>\n

\u00ab Le Qatar sera l\u2019h\u00f4te des pourparlers de paix tchadiens dimanche 13 mars \u00bb, a annonc\u00e9 \u00e0 Doha le Dr Mutlaq Al-Qahtani, repr\u00e9sentant sp\u00e9cial du ministre qatari des Affaires \u00e9trang\u00e8res pour le Contreterrorisme et la M\u00e9diation dans la r\u00e9solution des conflits.<\/p>\n

Mais la c\u00e9r\u00e9monie d\u2019ouverture se d\u00e9roulera sans une partie importante des 84 chefs et cadres de 44 groupes arm\u00e9s invit\u00e9s, selon un membre de la m\u00e9diation tchadienne, qui n\u2019ont pu encore quitter leurs repaires en Libye, au Soudan ou leur exil plus lointain encore, parce que leur documents de voyage ne sont pas arriv\u00e9s \u00e0 temps.<\/p>\n

Un chef rebelle contact\u00e9 par t\u00e9l\u00e9phone a assur\u00e9 \u00e0 l\u2019AFP que des organisateurs lui ont dit \u00ab qu\u2019\u00eatre pr\u00e9sent \u00e0 l\u2019ouverture n\u2019\u00e9tait pas une obligation et qu\u2019il y avait une certaine \u00e9lasticit\u00e9 \u00bb.<\/p>\n

Le but affich\u00e9 par le g\u00e9n\u00e9ral Mahamat Idriss D\u00e9by Itno, 38 ans, fils du chef de l\u2019Etat d\u00e9funt et autoproclam\u00e9 le 20 avril 2021 pr\u00e9sident de la R\u00e9publique \u00e0 la t\u00eate d\u2019une junte de 15 g\u00e9n\u00e9raux, est de parler \u00e0 \u00ab tous \u00bb les rebelles, y compris leur alliance la plus puissante, le Front pour l\u2019Alternance et la Concorde au Tchad (FACT), accus\u00e9e d\u2019avoir tu\u00e9 son p\u00e8re.<\/p>\n

\u00ab Elections d\u00e9mocratiques \u00bb<\/p>\n

Il veut aussi amener les nombreux groupes arm\u00e9s qui ont harcel\u00e9 feu le mar\u00e9chal D\u00e9by, parfois jusqu\u2019aux portes de son palais pr\u00e9sidentiel, pendant les 30 ann\u00e9es durant lesquelles il a r\u00e9gn\u00e9 d\u2019une main de fer, \u00e0 la table d\u2019un \u00ab Dialogue national inclusif \u00bb pr\u00e9vu le 10 mai avec les oppositions politiques et arm\u00e9es.<\/p>\n

Un forum cens\u00e9 pr\u00e9parer des \u00e9lections \u00ab libres et d\u00e9mocratiques \u00bb, promises par Mahamat D\u00e9by le jour de sa prise du pouvoir, dans un d\u00e9lai de 18 mois renouvelable une fois.<\/p>\n

C\u2019est cet engagement qui a permis \u00e0 la communaut\u00e9 internationale \u2013 l\u2019alli\u00e9 fran\u00e7ais en t\u00eate \u2013 d\u2019adouber aussit\u00f4t le nouvel homme fort du Tchad quand elle vilipendait et sanctionnait les auteurs d\u2019autres coups d\u2019Etat en Afrique. Sans nul doute parce que l\u2019arm\u00e9e tchadienne est un pilier essentiel de la coalition qui combat les djihadistes au Sahel.<\/p>\n

Les rebelles ont exig\u00e9 comme pr\u00e9alable notamment une restitution de leurs biens \u00ab spoli\u00e9s \u00bb, une amnistie g\u00e9n\u00e9rale et la lib\u00e9ration des \u00ab prisonniers de guerre \u00bb, ce que la junte a commenc\u00e9 de faire mais en excluant encore nombre d\u2019entre eux, notamment les membres du FACT.<\/p>\n

A Doha, des diplomates ont \u00e9voqu\u00e9 au total 130 participants. Avec autant de voix potentiellement dissonantes entre groupes souvent rivaux voire ennemis, les n\u00e9gociations s\u2019annoncent ardues.<\/p>\n

\u00ab Simulacre d\u2019accord \u00bb<\/p>\n

Mercredi, \u00e0 quatre jour de l\u2019ouverture, Mahamat D\u00e9by a remplac\u00e9 le comit\u00e9 charg\u00e9 de la m\u00e9diation, dirig\u00e9 par l\u2019ancien pr\u00e9sident (1979-82) Goukouni Weddeye, personnalit\u00e9 respect\u00e9e et neutre, par une \u00e9quipe emmen\u00e9e par le ministre des Affaires \u00e9trang\u00e8res Cherif Mahamat Zene.<\/p>\n

Au grand dam des principaux chefs rebelles, qui disaient avoir enti\u00e8re confiance en M. Weddeye et voient d\u2019un mauvais \u0153il la m\u00e9diation \u00e9choir \u00e0 un ministre autrefois proche du mar\u00e9chal D\u00e9by et reconduit dans un gouvernement nomm\u00e9 par son fils. Mais aucun des leaders contact\u00e9s par l\u2019AFP ne boycottera Doha.<\/p>\n

\u00ab Nous avions dit que M. Weddeye \u00e9tait l\u2019homme qu\u2019il fallait en raison de sa probit\u00e9 et de son exp\u00e9rience. Cette fa\u00e7on de faire cr\u00e9e beaucoup de confusion \u00bb, a comment\u00e9 au t\u00e9l\u00e9phone pour l\u2019AFP le chef du FACT, Mahamat Ali Mahdi. \u00ab Mais pas question de pratiquer la chaise vide, le FACT sera pr\u00e9sent \u00bb, a-t-il martel\u00e9.<\/p>\n

Un autre puissant chef rebelle s\u2019est montr\u00e9 tr\u00e8s pessimiste, \u00ab car 90% des membres du comit\u00e9 de m\u00e9diation sont contre le dialogue, ils ne viennent pas pour la paix, ils ont d\u00e9j\u00e0 un accord pr\u00e9-\u00e9crit qu\u2019ils feront signer \u00e0 ceux qui veulent rentrer au pays \u00bb.<\/p>\n

\u00ab Le dialogue de Doha permettra \u00e0 certains qui n\u2019ont pas d\u2019hommes sur le terrain de signer un simulacre d\u2019accord pour pouvoir rentrer au pays \u00bb, rench\u00e9rit un autre, toujours anonymement car tous assurent avoir re\u00e7u la consigne des organisateurs de ne pas parler publiquement avant Doha.<\/p>\n

\u00ab En dehors de garantie s\u00e9curitaire qu\u2019on va leur donner pour participer au Dialogue national inclusif et de la restitution de leurs biens confisqu\u00e9s, il ne faut pas s\u2019attendre \u00e0 une \u00e9volution politique majeure \u00bb, admet aussi anonymement un membre de la d\u00e9l\u00e9gation gouvernementale.<\/p>\n
