Africa-Press – Tchad. <\/strong><\/span>Ces derniers temps, bon nombre de dipl\u00f4m\u00e9s sans emploi exercent l\u2019activit\u00e9 de conducteur de motos-taxis, pour subvenir \u00e0 leurs besoins. Dans la pratique, le manque de r\u00e9glementation rend confus ce service.<\/p>\n

R\u00e9sultats, clients et conducteurs de motos-taxis sont expos\u00e9s \u00e0 l\u2019ins\u00e9curit\u00e9. Pourtant, en 2013, le gouvernement tchadien avait interdit de circuler les motos-taxis commun\u00e9ment appel\u00e9s \u00ab clandos \u00bb \u00e0 N\u2019Djamena.<\/p>\n

Apr\u00e8s pr\u00e8s de 10 ans, aucune r\u00e9glementation n\u2019est envisag\u00e9e pour normaliser cette activit\u00e9. Aujourd\u2019hui, il est m\u00eame difficile de distinguer les conducteurs de motos-taxis aux autres motocyclistes ordinaires.<\/p>\n

Des points strat\u00e9giques, carrefours, recoins et rues de la ville de N\u2019Djamena, sont transform\u00e9s en station de motos-taxis. Ils proposent ce service aux usagers, sans aucune identification quelconque.<\/p>\n

Cela d\u00e9coule du fait que les syndicats et associations qui organisent l\u2019activit\u00e9 dans les diff\u00e9rentes communes d\u2019arrondissement ont cess\u00e9 d\u2019exister, suite \u00e0 la d\u00e9cision minist\u00e9rielle de 2013.<\/p>\n

Tout de m\u00eame, certains responsables communaux ont voulu remettre de l\u2019ordre dans ce service, sans suite favorable. \u00ab J\u2019exerce par moment cette activit\u00e9.<\/p>\n

Cela pour mon carburant, le cr\u00e9dit de communication et d’autres besoins \u00e9l\u00e9mentaires \u00bb, explique Alfred. Mais cela n\u2019est pas sans risques. Le fait que les jeunes fassent cette activit\u00e9 dans l\u2019informel est le risque premier, et le deuxi\u00e8me risque est le braquage au quotidien.<\/p>\n

\u00ab Par le pass\u00e9, les conducteurs de motos-taxis ont identifi\u00e9 facilement les motos-taxis d\u2019un arrondissement \u00e0 un autre. Aujourd\u2019hui, cela n\u2019est plus facile \u00bb, se lamente un client.<\/p>\n

En effet, le manque d\u2019emplois et la pr\u00e9carit\u00e9 obligent les jeunes \u00e0 faire de ce business, l\u2019une des activit\u00e9s les plus sollicit\u00e9es. C\u2019est ainsi que tout conducteur de moto est un moto-taximan.<\/p>\n

\u00ab Ils ont deux visages. Le jour, ce sont des \u00ab clandomans \u00bb et la nuit tous ne sont pas des moto-taximen \u00bb, s\u2019inqui\u00e8te H\u00e9l\u00e8ne Noubarangu\u00e9.<\/p>\n

En cas d\u2019une infraction certains de ces \u00ab clandomans \u00bb prennent la poudre d\u2019escampette. C\u2019est ce que vivent constamment des usagers. Comme toute autre d\u00e9cision gouvernementale, le Tchad justifie cette interdiction sous l\u2019angle s\u00e9curitaire.<\/p>\n

\u00ab C\u2019est donc pour des raisons de s\u00e9curit\u00e9 que cette d\u00e9cision interdisant la circulation des clandomans en centre-ville de N\u2019Djamena avait \u00e9t\u00e9 prise \u00bb, a justifi\u00e9 le ministre de la S\u00e9curit\u00e9 de l\u2019\u00e9poque.<\/p>\n

Mais la mise en place d\u2019une structure permettant de r\u00e9glementer cette activit\u00e9 s\u2019av\u00e8re tr\u00e8s importante, pour limiter le d\u00e9sordre et assurer la s\u00e9curit\u00e9 \u00e0 tous.<\/p>\n
