Comment va le pays aujourd\u2019hui?<\/b><\/p>\n<p>Idriss Deby Itno a marqu\u00e9 le Tchad par sa long\u00e9vit\u00e9 au pouvoir. Il a pass\u00e9 trente ans \u00e0 la t\u00eate du pays. Ce qui n\u2019est pas peu. Pour les tchadiens n\u00e9s dans les ann\u00e9es 1990, c\u2019est l\u2019unique chef d\u2019Etat qu\u2019ils ont connu.<\/p>\n<p>Cette long\u00e9vit\u00e9 explique la solidit\u00e9 du syst\u00e8me de pouvoir qu\u2019il a construit et qu\u2019il a l\u00e9gu\u00e9 \u00e0 ses h\u00e9ritiers politiques qui tiennent aujourd\u2019hui le pays.<\/p>\n<p>Combien de temps conserveront-ils un tel h\u00e9ritage ? Pourront-ils tenir autant que lui? La r\u00e9ponse est difficile, m\u00eame si une tr\u00e8s grande partie des tchadiens se reconnaissent aujourd\u2019hui dans le syst\u00e8me politique construit par le pr\u00e9sident disparu.<\/p>\n<p>Un pr\u00e9-dialogue inter-tchadien a \u00e9t\u00e9 lanc\u00e9 depuis le 13 mars \u00e0 Doha sous le patronage du Qatar. La r\u00e9union se poursuit encore. Quels sont les objectifs de ce dialogue?<\/p>\n<p>Le pr\u00e9-dialogue de Doha est cens\u00e9 \u00eatre le d\u00e9but d\u2019un processus qui devrait conduire \u00e0 un dialogue inclusif sur la transition pour un retour \u00e0 l\u2019ordre constitutionnel pr\u00e9vu d\u00e9but mai \u00e0 Ndjamena, la capitale tchadienne.<\/p>\n<p>La rencontre r\u00e9unit les repr\u00e9sentants de plus d\u2019une cinquantaine de groupes politico-militaires et pr\u00e8s de 200 d\u00e9l\u00e9gu\u00e9s, dont 25 repr\u00e9sentants du Conseil militaire de la transition (CMT) que par Mahamat Idriss D\u00e9by Itno, homme fort du Tchad depuis la mort au front de son p\u00e8re, en avril 2021.<\/p>\n<p>C\u2019est une sorte de mise \u00bb en jambe \u00bb qui a pour objectif d\u2019arrondir les angles et definir les modalites de participation de tous les acteurs politico- militaires en assurant aux uns et aux les conditions de s\u00e9r\u00e9nit\u00e9 et de s\u00e9curit\u00e9 au cours de la rencontre et surtout en offrant \u00e0 ceux qui en font la demande une garantie absolue pour leur int\u00e9grit\u00e9 physique.<\/p>\n<p>Les p\u00e9riodes sombres de l\u2019histoire du Tchad ont \u00e9t\u00e9 marqu\u00e9es par des violences politiques et des contentieux qui ont fortement ab\u00eem\u00e9 le tissu social sur fond de r\u00e8glement de compte et des repr\u00e9sailles sans fin.<\/p>\n<p>A Doha, les acteurs de ce pr\u00e9-dialogue ont pour t\u00e2che essentielle d\u2019aplanir les malentendus et d\u2019assainir les c\u0153urs et les esprits. Le processus de Doha a-t-il enregistr\u00e9 des avanc\u00e9es?<\/p>\n<p>Le fait d\u2019avoir r\u00e9ussi \u00e0 r\u00e9unir dans le m\u00eame lieu les principaux acteurs de la crise tchadienne est une avanc\u00e9e en soi. Mais obtenir d\u2019une telle r\u00e9union des r\u00e9sultats majeurs en trente jours seulement est tr\u00e8s difficile. En 61 ans d\u2019ind\u00e9pendance, le Tchad n\u2019a connu que huit \u00e0 douze ans de paix et de stabilit\u00e9.<\/p>\n<p>L\u2019essentiel n\u2019est, donc, pas la vitesse et le rythme avec lequel avance les discussions. Mais la direction que celles-ci devraient prendre. En raison de l\u2019immensit\u00e9 des malentendus et des ranc\u0153urs accumul\u00e9es depuis de longues ann\u00e9es, le chemin vers la paix sera naturellement tr\u00e8s long.
