Africa-Press – Tchad. <\/strong><\/span>Si l\u2019espoir de voir les groupes rebelles y participer semble s\u2019effriter, il appara\u00eet clairement que, sur tous les plans, rien n\u2019est pr\u00eat pour tenir ce grand rendez-vous.<\/p>\n

Sommes-nous vraiment pr\u00eats pour dialoguer le 10 mai prochain ? A deux semaines de cette date, beaucoup se posent cette question, que ce soit au haut lieu de l\u2019\u00c9tat ou dans les landerneaux politiques. Mais il faut dire que le pr\u00e9sident du Conseil militaire de transition (PCMT) vient de trancher lors de sa r\u00e9cente adresse \u00e0 la Nation. \u00ab Comme annonc\u00e9 pr\u00e9c\u00e9demment, les travaux du Dialogue national inclusif commenceront le 10 mai 2022 \u00e0 N\u2019Djam\u00e9na \u00bb, a-t-il d\u00e9clar\u00e9. C\u2019est la parole du chef de l\u2019\u00c9tat : elle porte le sceau de souverainet\u00e9 et de l\u2019indiscutable. En plus, apr\u00e8s le premier report de f\u00e9vrier 2022, Mahamat Idriss D\u00e9by Itno veut s\u2019affirmer en homme de parole. Mais pratiquement, est-ce possible de tenir ce rendez-vous ?La r\u00e9ussite du Dialogue national inclusif (DNI), nous l\u2019avions pr\u00e9c\u00e9demment dit, d\u00e9pend [ou d\u00e9pendait] de deux facteurs : une pr\u00e9paration minutieuse et la participation de tous les acteurs politiques, surtout les groupes rebelles. Or, sur le plan organisationnel, rien n\u2019est pr\u00eat : les commissions ne sont pas toujours mises sur pied et la logistique requise n\u2019est pas non plus appr\u00eat\u00e9e. Et, pour dire tout, beaucoup sont favorables \u00e0 un report. C\u2019est le cas de Fran\u00e7ois Djekomb\u00e9, un chef de parti politique, qui l\u2019a demand\u00e9 a travers une publication sur sa page Facebook. \u00ab (\u2026) Aujourd\u2019hui, m\u00eame si, sur le plan organisationnel, tout est fin pr\u00eat pour organiser le dialogue, il conviendrait de tenir compte de nombreuses voies qui demandent un nouveau report. Dans la mesure o\u00f9 nous avons dit qu\u2019un dialogue sans les groupes rebelles ne permettrait pas de r\u00e9gler d\u00e9finitivement nos probl\u00e8mes, il convient d\u2019examiner au mieux cette demande et y r\u00e9pondre favorablement afin que le dialogue soit non seulement inclusif, mais participatif et consensuel \u00bb, a-t-il plaid\u00e9.<\/p>\n

En parlant de la participation des groupes rebelles, elle est aussi loin d\u2019\u00eatre acquise. Car la fin des n\u00e9gociations entreprises \u00e0 Doha depuis le 10 mars est devenue une v\u00e9ritable Arl\u00e9sienne. \u00ab Elle peut arriver aujourd\u2019hui, demain ou jamais \u00bb, a comment\u00e9 l\u2019un des acteurs, qui ajoute que \u00ab tout d\u00e9pend du pays h\u00f4te qui, visiblement, fait la pluie et le beau temps \u00bb. Apr\u00e8s avoir recueilli, un peu plut\u00f4t, les propositions des deux parties en vue de concocter un projet d\u2019accord, le Qatar les aurait mises dans le tiroir durant plusieurs jours. La raison : le ramadan\u2026<\/p>\n

Donc, apr\u00e8s s\u2019\u00eatre rendu \u00e0 l\u2019\u00e9vidence que les n\u00e9gociations de Doha pourraient faire pschitt, le PCMT aurait d\u00e9cid\u00e9 de s\u00e9parer les deux cadres. C\u2019est dire que la participation des politico-militaires au DNI n\u2019est plus ni attendue ni une condition. Mais une chose est certaine, m\u00eame avec eux, l\u2019organiser dans les conditions actuelles c\u2019est courir un risque d\u2019\u00e9chec. Un \u00e9chec qui pourrait impacter la transition.<\/p>\n
