Africa-Press<\/a> – Tchad<\/a>. <\/strong><\/span>Le pays d\u2019Idriss Deby a sollicit\u00e9 le \u00ab cadre commun \u00bb mis en place entre le Club de Paris et le G20 pour le traitement de la dette. Ces bailleurs vont par ailleurs sans doute prolonger jusqu\u2019\u00e0 fin 2021 le moratoire dont b\u00e9n\u00e9ficient une cinquantaine de pays, pour la plupart africains.<\/p>\n

Comptant d\u00e9j\u00e0 parmi les b\u00e9n\u00e9ficiaires de l\u2019Initiative pour la suspension du service de la dette (ISSD), le Tchad vient de solliciter officiellement une restructuration de sa dette aupr\u00e8s des grands cr\u00e9anciers publics en parall\u00e8le \u00e0 un accord de soutien conclu avec le FMI.<\/p>\n

Il s\u2019agit de la premi\u00e8re initiative de ce type dans le cadre du \u00ab cadre commun \u00bb mis en place en 2020 entre le G20 \u2013 sous pr\u00e9sidence saoudienne \u2013 et le Club de Paris pour faire face aux risques d\u2019insolvabilit\u00e9 des pays les plus vuln\u00e9rables apparus suite au ralentissement \u00e9conomique engendr\u00e9 par la crise du Covid-19.<\/p>\n

Relativement peu endett\u00e9, (4 2% du PIB selon le derni\u00e8res donn\u00e9es FMI, dont 25,6 points de dette garantie par l\u2019\u00c9tat), le Tchad approche toutefois la crise de liquidit\u00e9s en raison d\u2019une chute des recettes fiscales et \u00e0 la baisse des recettes p\u00e9troli\u00e8res. Fait notable, \u00e0 c\u00f4t\u00e9 de ses bailleurs ext\u00e9rieurs publics, le Tchad a contract\u00e9 une tr\u00e8s importante dette aupr\u00e8s du trader bas\u00e9 en Suisse Glencore gag\u00e9e sur des ventes de p\u00e9trole, qui repr\u00e9sente plus d\u2019un tiers de ses encours ext\u00e9rieurs.<\/p>\n

Sous programme avec le FMI<\/b><\/p>\n

Le pays pr\u00e9sid\u00e9 par Idriss Deby va, par ailleurs, b\u00e9n\u00e9ficier d\u2019un programme de soutien du FMI. \u00c0 la suite de plusieurs r\u00e9unions virtuelles en d\u00e9cembre et pour la derni\u00e8re le 25 janvier, Tahir Hamid Nguilin, ministre tchadien des Finances, a indiqu\u00e9 ce 27 janvier que \u00ab le Tchad et le FMI [s\u2019entendaient] sur un nouveau programme de r\u00e9formes \u00e9conomiques de quatre ans appuy\u00e9 par une Facilit\u00e9 \u00e9largie de cr\u00e9dit et un M\u00e9canisme \u00e9largi de cr\u00e9dit, pour un montant de 560 millions de dollars. Ce programme est en outre soutenu par tous les partenaires du Tchad\u201d.<\/p>\n

Formellement act\u00e9 le 13 novembre 2020 lors d\u2019une r\u00e9union des ministres des Finances et gouverneurs de banque centrale du G20, le \u00ab cadre commun \u00bb sur la dette sert d\u00e9sormais d\u2019\u00e9pine dorsale au traitement de la dette des pays les moins avanc\u00e9s \u00e0 l\u2019\u00e8re Covid.<\/p>\n

Tous les cr\u00e9anciers publics conduisent ainsi le processus de concert et avec la m\u00eame approche, y compris la Chine, habitu\u00e9e \u00e0 traiter les n\u00e9gociations avec ses cr\u00e9anciers sur un plan bilat\u00e9ral.<\/p>\n

\u00ab Les derniers travaux conduits au sein du G20 ont permis de s\u2019assurer que la Chine, cr\u00e9ancier majeur de l\u2019Afrique, avait la volont\u00e9 de s\u2019int\u00e9grer \u00e0 cette d\u00e9marche commune \u00bb, indique une source proche des autorit\u00e9s fran\u00e7aises.<\/p>\n

Sur une autre question sensible, celle de la participation des cr\u00e9anciers priv\u00e9s aux restructurations de dettes, la m\u00eame source indique que le Club de Paris et le G20 ont convenu que d\u00e9sormais aucune action de restructuration ne serait prise sans que les cr\u00e9anciers priv\u00e9s ne participent \u00e0 m\u00eame hauteur que les bailleurs publics.<\/p>\n

\u00ab Les \u00c9tats d\u00e9biteurs concern\u00e9s devront prendre un engagement express en ce sens \u00bb, r\u00e9sume-t-on du c\u00f4t\u00e9 du Club de Paris. Une d\u00e9cision qui prendra tout son sens au Tchad. Dans le cadre de l\u2019ISSD, une cinquantaine de pays en grande majorit\u00e9 des \u00c9tats africains ont obtenu un moratoire sur leur dette publique.<\/p>\n

Apr\u00e8s le Tchad, d\u2019autres pays pourraient solliciter un r\u00e9am\u00e9nagement de leur dette ces prochains mois, notamment la Zambie et l\u2019\u00c9thiopie, selon nos sources, le cas assez critique du Soudan faisant l\u2019objet d\u2019un traitement diff\u00e9renci\u00e9.<\/p>\n

L\u2019ISSD qui devait s\u2019achever fin 2020, a \u00e9t\u00e9 prolong\u00e9 de six mois par le G20 et le Club de Paris lors du sommet du 13 novembre. Selon une source proche de Bercy, \u00ab il est tr\u00e8s probable que cette suspension ISSD soit \u00e0 nouveau \u00e9tendue \u00e0 l\u2019ensemble de l\u2019ann\u00e9e 2021 au vu de la situation \u00e9conomique et sanitaire mondiale \u00bb.
